Item - Explanation A City Council sub-committee of Council Member Kulchin and Prescott has reviewed the goals and objectives. The attached memo outlines the sub-committees suggested revisions. The Council should dis- cuss the revision suggested by the sub-committee and make further revisions as appropriate. If the Council wishes to hold a public hearing to receive further input, the Council should designate a date for such a hearing. The sub-committee is also suggesting a revision to Policy 27 as follows: 1. City Council will review status of goals and objectives in December. Following review, Mayor will appoint council sub-committee to revise goals and objectives. 2. Council will review revised goals and objectives recom- mended by sub-committee in January. 3. Council will hold hearing on goals and objectives in February. 4. Adopt goals and objectives in February following hearings. Exhibits: 1. Memo outlining suggested revisions. 2. A-1-1: revise completion to "on-going" A-2-3: revise completion to 1983 A-2-4: reworded to read "Form Utilities Advisory Commission" rather than a "Public Utilities Commission" Existing objective B-1-1 to be deleted as completed and a new B-1-1 adopted to read: "Monitor PFMS on a continuing basis" B-1-2: revised to read "Implement Agua Hedionda Specific Plan" rather than "Adopt Agua Hedionda Specific Plan" B-1-4: "Revise City's zoning ordinance" is recommended for deletion. Staff is undertaking revisions on a piece by piece basis B-1-5: The phrase "in developed areas" has been dropped B-2-4: The objective to be reworded to read: "Review development processing system to eliminate unnecessary delays. I' B-2-5: Revised completion date to March 1, 1983. Does Council still desire to have this project completed? B-3-1: delete - completed B-3-2: delete - revised plans A new objective B-3-6 to be added to read: "Encourage participation and maintain liason with downtown merchants" C-2-2: Reword to read: "Work with county, -7 state and federal agencies to develop noise control programs - for airports, railroads, and highways." The purpose of this Policy Statement is to provide an outline of the City Council policy development process; to establish a procedure for periodic review and evaluation of progress toward implementing City goals and objectives; and to establish a date for the annual review and updating of goals and objectives. BACKGROUND : The City Council has established a policy development 2rocess to enhance the Council's ability to clearly determine and define goals and objectives to guide the allocation of City resources to meet the needs of the camunity. This process is designed to provide for an orderly process of policy development that will provide an opportunity for,meaningful public im2act. The goals and objectives established through this process will provide guidance for the City staff when developing budgets and action programs. Through this process, the City Council will be better able to carry out its policy making responsibility and the City staff will better be able to respond to the policy direction of the Council. Although the City General Plan establishes policy guidance and direction in land use and related matters and certain master plans provide guidance in other areas, this policy development process is designed to address a wider scope of policy issues on a short term basis (5 years) to provide clear direction in allocating City resources. The process is intended to be informal in nature in order to maximize the potential for community input. The process must, however, be adequately structured to help insure that a useful and timely product will be produced. STATEIvIENT OF POLICY Developing Goals and Objectives 1. The City Council shall during the month of January review existing goals and objectives statements. The Council shall make pre- liminary comments and amendments to existing goals and make suggestions for additional goals and objectives. The Council shall set a meeting time to hold a policy development workshop and public hearing to provide an opportunity for residents, cortmunity groups, and City boards and commissions to provide input. A public notice shall also be published in local newspapers inviting citizen partici- pation. 2. 3. Following the workshop/public hearings, a Council subcommittee shall be designated by the Mayor to prepare proposed goals and objectives statement for City Council consideration and adoption. The Council shall adopt final goals and objectives statements during the month of February. Following adoption the s_taff will develop budgets and action programs which will provide for the implementation of the adopted goals and objectives. Periodic Evaluation and Review of Implementation The Council shall on a semi-annual basis review and evaluate progress toward implementation of adopted goals and objectives. The staff shall prepare a brief report and analysis of progress toward implementation of goals and objectives for Council review and evaluation in December prior to the beginning of the Council’s annual policy development process and in June prior to Council adoption of the annual operating budget. -
