Introduce Ordinance No. 15(, to revise the speed limit on Park Drive
from Hillside to Adamsto 25 -' ••�s per hour and from Marina Drive to
Valencia Avenue to 35 miles i;our.
ITEM EXPLANATION:
At the December, 1982 and January, 1983 meetings of the Traffic
from
Safety Commission, residents of the area around Park Drive,
Tamarack Avenue to Valencia Avenue, expressed their concerns about
speeding in the area. They asked fora reduction of the speed limits
and enforcement of those speed limits. Staff performed speed studies
and presented recommendations to the Commission to revise speed limits
in the area and the Traffic Safety Commission adopted those
recommendations.
FISCAL IrPACT:
Speed limit signs cost $85 per sign, plus labor. A total of five
speed limit signs will be posted. Cost of enforcement rf these
speed limits is not considered significant.

NATURE OF 111E PROBLEM
Mrs. Juarez of 4120 Park Drive in Carlsbad is concerned about speeding;
cars on Park Drive. Attached is a petition signed by concerned citizens.

Park Drive is a residential street from Westhaven Drive to Dt�arina Drive
and from Valencia Avenue to Via Kirta with a speed limit of 25 mph.
At this time from Marina Drive to Valencia Avenue there are no houses
fronting Park Drive so the priiia facie speed limit is in effect. A
speed study from June 24, 1980, indicates that vehicles were exceeding
this limit by 13 mph. (Please sce attached sheets.) There have been
accidents over the entire length of Park Drive over the past three years.

Staff reconm;ends requesting the Police Department to increase enforce-
ment for this area and post the speed limit in the unpopulated area
from Raring Drive to Valencia. Suggest 3S mph pending results of
speed study.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLS-
2 BAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.120
TO REVISE THE SPEED LIMIT ON PARK DRIVE
4 The City Council of the City of Carlsbad, California, hereby ordains as
5 follows:
6 SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is
7 amended by the addition of Section 10.44.120 to read as follows:
8 1110.44.120 _Park Drive. (a) Upon Park Drive from Hillside Drive to its
9 intersection with Adams Street, the prima facie speed limit shall be twenty-five
10 miles per hour.
11 (b) Upon Park Drive from Marina Drive to its intersection with Valencia
12 Avenue, the prima facie speed limit shall be thirty-five miles per hour."
13 EFFECTIVE DATE: This ordinance shall be effective thirty days after its
14 adoption, and the City Clark shall certify to the adoption of this ordinance and
15 cause it to be published at least once in the Carlsbad Journal within fifteen
16 days after its adoption.
17 INTRODUCED AND FIRST READ at a regular meeting of the City Council held
18 the 15ih day of F� �i4�ry , 1983, and thereafter
19 PASSED AND ADOPTED at a regular meeting of said City Council held the
20 lst day of IA.ard 1983, by the following vote, to wit:
