ITEM EXPLANATION: DEPT.HD.~ CITYATTY-- CITY MGR. ;;rtJt,, Councilman Lewis asked that this item be placed on the agenda for Council discussion. Various donors have contributed to a reward fund for informa- tion regarding the killing of an on-duty San Diego Police Officer. This item is on the agenda to see if the Carlsbad City Council would consider donating to the reward fund. EXHIBITS: 1. Jimno, Chief of Police Don Lewis, Sergeant February 24, 1983 Kirk Johnson Reward Fund On February 20, 1983, early Sunday morning, Officer Kirk Leland Johnson was murdered while on patrol in the San Clemente Canyon area of San Diego. An immediate investigation was commenced, however very few leads have been found since the above date. To aid in the possible capture of suspect(s), a news conference was. called on Wednesday, February 23, during which Chief Kolender announced the formation of the "Kirk Johnson Reward Fund". At least $30,000 in seed money has been donated to the fund so far; $10,000 was donated by an anonymous donor in the n<>rthern part of the city, $10,000 was given by the Nice Guys, a 100 member civic: ground contributing to local causes, and $10,000 was don:ited by developer Ron Wheatcroft and lumber dealer Bill Cowling. Contributions to the Kirk Johnson Reward Fund may be sent to Chief Kolender at the Police Department, 801 Narket Street, to to the San Diego Police Officers Association: 666 W. Market Street. The reward fund is a special fund set up with the city auditor, and contributed monies may be returned to donors at the end of a reasonable period of time if the suspect, or suspects, are not apprehended. donations may also be refunded if the killer(s) are caught by means other than citizen information. No specific goal l1as been set for the amount of reward money. The Police Officer's Association has also set up a separate memorial fund for the Johnson family. Officer Kirk Johnson was a 3 year veteren of the torce, and a former United States Army Ranger. He was 26 years of age, and leaves a wife and two children, ages 6 and 7. He was rncently married, 10 months ago, and resided with his family in San Marcos. The funeral services were held today, February 2/.; the Department sent one unit with four Officers for the funeral detail. San Diego Chamber of Commerce Board Chairman Dick Burt submitted letters requesting donations to all members, and Chief Kolander lndicated in his news conference that a tremendous number of phone calls had been received offeri.ng donations since the murder. An information hot line has also been established seeking tips on the killing. Donations arc still being encoura?,ed at this time to add to the fund. r-ll_es~ectfully submitted, ~~~ ....
