ITEM EXPLANATICN: In order to receive the allocation of Federal mnies for the Carlsbad Boulevard Bridge project, it is necessary for an individual to be authorized by the governing body by Council Fesolution to certify that all Rights-Of-Way are clear. As no Right-of-way is to be aoquired for this project, this amDLlnts to a fomlity; hcwever, it is required by Federal F&cJulations.
