Staff recommends Council adopt Resolution No~ 71ln ~ , awarding the
bid for the aerial lift to Bebco and the bid forthe"cab and chassis
to Weseloh Chevrolet.
ITEM EXPLANATION:
The 1982-83 Budget includes funds for the ~ease purchase of an aerial
lift truck for the Tree Division of the Parks Department.
In accordance with Section 3.28.120 of the Municipal Code, Notice to
Bidders was published and Request for Bids was made. Three responses
were received for the aerial lift and five responses were received for
the cab and chassis.
The lowest responsive bidder that met the specizications for the
aerial lift was BEBCO, 197 Vernon Way, El Cajon, CA 92022, in the
amount of $41,718, plus tax, for a total of $44,221.08. The lowest
responsive bidder that met the specifications for the cab and chassis
wqs WESELOH qHEVROLET, 5335 Paseo del Norte, Carl~bad, CA 92008 in
the amount of $14,927.98, plus tax, for a total of $15,823.66.
FISCAL IMPACT:
The Parks Department budget includes $20,790 for lease purchase
payments for the aerial lift truck. Five financial institutions were
contacted by the Finance Director for the financing of the purchase of
the aerial truck. The lowest interest rate available to the City was
9-10%. Since this is the rate the City is currently receiving in
investments, financing does not appear to be the best way to purchase
the equipment. The aerial lift truck will be used for tree trimming;
therefore, it is possible to use Gas Tax Funds for the purchase of the
unit. At the present time, there is about $100,000 available in the
Gas Tax Fund after funding all projects in the 83-87 CIP. The use of
$39,255 needed for the purchase of the truck would le.ave a balance of
more than $60,700 in the Gas Ta~ Fund in 1987.

The low bidder's bucket size and load capacity does not meet the .,
rni~imurn specifications. Also, the low bidder's open-center hydraulic
system does not provide the operator with a smooth change in bucket
positions. The specifications called for~ closed-cent~r hydraulic
sy·stem that has a much smoother operation wh~n changing bucket
positions and is considered to be a safer system for an aerial lift.

The th~ee low bidders all took exceptions to our specifications.
Because of the size and weight of the aerial lift, the cab and chassis
specifications had a minimum GVW established for safety reasons.
Vendor 12 and 14 did not meet the minimum weight. A 5-speed manual
transmission with P.T.O. was specified in order to be able to drive
the aerial lift. None of the low bidders included the P.T.O. in their
bids. In order for the truck to be evenly balanced, the
specifications called for two fuel tanks mounted on each side under
the cab. Vendor #3 was only able to supply one 50 gallon fuel tank.

This is information regarding the power takeoff:
Aerial Lift

1. A low pressure closed center hydraulic system with an
accumulator provides hydraulic pressure to the power tools
on demand. This system works only when needed. It reduces
wear on the pump. The truck engine only accelerates to
recharge the accumulator which also provides a smooth
operation of the unit. This is a safety factor since the
open center hydraulic system does not provide a smooth
operation. The low bidder was questioned as to why he did
not meet specifications. His reply was, "I know the other
system is better but this would work just as good."
2. The vendor we are requesting meets specifications. This
particular unit is being used by Orange County, SDG&E, and
CALTRANS. They were contacted by the equipment superintendent
and he was assured that in their opinion this is the best unit
now on the market.
Cab and Chassis Unit
1. Specifications went out to bidders for cab and chassis to house
the aerial lift. Two items were requested by all vendors. The
Purchasing Officer and City Attorney felt that the only way to
correct the errors was to rebid. This is the second bid. Dixon
Ford was personally contacted by the equipment superintendent
as to the reason they did not meet specifications. Dixon Ford
would only supply one heavy duty battery (specs required two)
and further stated they could not supply them. Miller Brothers
Chevrolet and Mission Ford Truck excepted too many items from
the specifications. Weseloh Chevrolet was the only one that
met and exceeded specifications; such as 12 ply tires, weight
of axles front and rear, larger dual mounted gas tanks which
equalize bounce and afford more stability to the unit.
2. The important factor is to properly assemble the aerial lift to
the chassis. From our information, all sources state the power
takeoff unit is critical. The aerial lift bidder we request is
BEBCO, who is capable of making this installation, as specified.
lf this purchase is approved by Council, delivery cannot be made
until September or October. When delivered we will dispose of the
present park and electrical trucks which are old, parts difficult
to obta:i,n and actually unsafe. The equipment superintendent and I
have followed OSHA regulat:tons, city safety consultant recommendations
and qur desire to provide safe equipment. We request bids be awarded
as recommended.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS, AUTHORIZING
THE EXECUTION OF A CONTRACT AND AUTHORIZING
EXPENDITURE OF FUNDS FOR THE PURCHASE OF AN
AERIAL LIFT TRUCK
BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the bid from BEBCO, 197 Vernon Way, El Cajon, CA,
92022, is hereby accepted and the City ~anager is authorized to
execute a contract in the amount of $41,718, plus tax, for a
total of $44,221.08.
2. That the bid from Weseloh Chevrolet, 53~5 Paseo del
Norte, Carlsbad, CA 92008, is hereby accepted and the City
13 Manager is authorized to execute a contract in the amount of
14 ·$14,927.98, plus tax, for a total of $15,823.66.
15 3. That the appropriation of $39,255 from, the Gas Tax Fund
16 balance is hereby approved for this purchase.
