CIr RECOMMENDED ACTION: Both the planning staff and Planning Comission recorranend that this applici be APPROVED and that the City Attorney be directed to prepare documents APPROVING CT 83-1/CP-226; per Planning Conmission Resolution No. 2082 and 1 the City Council introduce Ordinance No. 9 6 7 Q and 9 L 77 ; APPM SP-l71(C) and MP-l49(K). ITEM EXPLANATION This item consists of three applications: 1) A 12 lot/120 unit tentative tract map and condominium permit; 2) The deletion of a specific plan; and 3) An amendment to the La Costa Master Plan, located as described abc The Planning Connnission found that the condominium project met all require of the Planned Development Ordinance. Also, the Conmission found that the project's density of 15 du's/acre could be justified by the project's amenities. Specifically, they were concerned the noise and lighting from the recreational area located along the east property line. I ENVIRONMENTAL REVIEW I The Land Use Planning Manager has determined that this project will not ca any significant environmental impacts and, therefore, has issued a Negativ Declaration, dated January 14, 1983, which was approved by the Planning Connnission on February 23, 1983. PROJECT DESCRIPTION " of CT 83-1/CP-226, SP-l71(C) 2nd €4P-I49(H) to the City Council The applicant requests approval of a 12-lot/l20-unit tentativc tract map ar,d Condominium permit along with a specific plan amenchent and aaster plan amendment located as described abovc The proposed project will be located on an 8-acre triangular shaped parcel. and have a density of 15 dwelling units Fer acre This density is within the General Plan range designated for t site of 10-20 dwelling units per acre. The subject property is elevated above El Camino Real and was previously occupied by 6 model hornes and a sales office constructed by Shapel.1 Industries for their nearby Green Vallc Knoll-s project., Perene Place, the existing road providing acc to this site will be eliminated by this project and replaced 1 private road with a different aligr.ment. The property to the n.orth of the subject property is occupied the Vons commercial center, while the properties to the south west are vacant. A 150-foot wide S.D.G.& E. easement will separate the proposed project frorn the existing single-family homes to the east. The proposed project consists of ten 3-story buildings, each ( which will have 12 dwelling units. The units will range in s. from 1215 to 1780 square feet. No buildings wiil'exceed a he. of 35 feet. The proposed specific plan amendment would rescind a previous specir'ic plan amendment which design; this site for a model home complex and sales office for the adjacent Green Valley Knolls project. The proposed master pl; amendment would change the La Costa Master Plan designation of this site from RLM, 0-4 du/ac, to RMH, 10-20 du/ae. Again, tl requested change of density is consistent with the City's Gem Plan. 111. ANALYSIS Planning Issues 1. Does the proposed project conform with' the development standards and design criteria of the Planned Development Ordinance? 2. Are the proposed master plan and specific plan amendment! consistent with the General Plan designation for this si1 3. Will the proposed master plan and specific plan amendmeni adversely effect the adjacent properties? Discussion As proposed, this project meets or exceeds all of the develop] standards of the Planned DeVZlQpment Ordinance. Eight of the units in each building will have a 2-car garage. The 4 middll units in each building will have a single-car garage along wi an uncovered parking space. All of the uncovered parking spa1 will be within 150 feet of the unit they are assigned to. Thl required storage areas will be provided within the garages. Visitor parking will be available along Stre-et '*A'' and in par' bays adjacent to Street "A". A large common recreation area will be located near the cente the project. This area will consist of a tennis court, swirilm pool, spa, restrooms and deck area. A largep grassy picnic a with barbeque facilities will be provided in the northerly portion of the site. Ir, addition, each unit will have a priv deck varyirq in size from 91-225 square feet. All other development standards of the Planned Development Ordinance are met by this project. Design Criteria As proposed, this project also confcrrns with the design crite of the Planned Development Ordinance. The applicant has loca the comacn recreation area in the east central portion of the property adjacent to the S.D.G. t E. easement., This design vi -2- t I e 0 tie the common recreation space to the open area created by th 150-foot wide easement, The applicant has used the same technique with the picnic area in the northerly portion of the site. The existing S.D.G. & E. easement should adequately buffer the existing single-family residences to the east from this projec The slope along El Camino Real will be heavily landscaped with combination of trees and shrubs to buffer the proposed project from El Camino Real. This project will have a divided entrance with a large landsci the access road and provide stamped concrete walkways to bred the appearance of the asphalt. Each building will have at lei a 24-foot separation from any adjacent building. In additioll, the buildings will be set back a minimum of 27 feet from the right-of-way of the adjacent public streets. Master Plan and Specific Plan Amendments As proposed, the master plan and specific plan amendments are consistent with the General Plan's designation of RXH, 10-20 du/ac for this site. The subject property was originally designated for RMH, 70-20 du/ac, type of development by the L; Costa Plaster Plan. In 1976, the La Costa Plaster Plan was amel to allow for the approval of SP-171 and lower the land use designation for this parcel along with approximately 98 acres the east to accommodate the Green Valley Knolls development. Green Valley Knolls project was basically a single-family pro with a density of approximately 2.8 du/ac. The proposed mast plan amendment would. bring this sitess naster plan designatio into conformance with its General Plan designation. The proposed specific plan amendment, SP-l71(Cj, would rescin SP-I71(A). Specific Plan 17f(A) amended SP-17: to allow this site to be developed with model homes and a sales office even though it was designated as a condominium lot by SP-171. The overall effect of SP-l71(C) and MP-l49(K) woul-d be to allow t site to develop in accordance with its General Plan designati of RMH, 10-20 du/ac. Staff feels the proposed master and specific plan amendments allow this site to be developed with condominiums will not adversely effect the existing single-family residences to the east. The 150-foot S.D.G. & E. easement should provide an adequate br-rfEer between these homes and the proposed condomir development. In summary, staff feels that the proposed project is con?patit: with the development standards and design criteria of the Pl? Development Ordinance. In addition, the proposed master plar island. b?henever possible the applicant has attempted to curl -3- . 1 e m specific plan amendments are in conformance with the General P and will not have an adverse impact on the adjacent residences therefore, staff recommends approval of this project.
