RECOMMENDED ACTION:
Approve Resolution No. 7/70 , authorizing the City to issue a payment to Carlsbad Community Education, Inc., to fund mailing and operating expenses for the remainder
Of 1982-83.
ITEM EXPLANATION:
The City recently formed Carlsbad Community Education, Inc., a non-profit organization, dedicated to distributing educational materials to the citizens of Carlsbad. The agenda bill authorized the formation of the organization and presented annual cost information, but did not appropriate funds for operations for the remainder of 1982-83. At a meeting of the board of directors, a proposed budget of $1,000 was adopted based on the cost of two mailings; a City newsletter and a Parks and Recreation summer program bulletin. Carlsbad Community Education, Inc. , has named the following persons to be officers of the corporation: President - David Bradstreet, Vice President and Secretary - Aletha Rautenkranz, Treasurer - James F. Elliott.
FISCAL IMPACT:
Central Services has reviewed their budget, and has indicated that the funds for this project are available in the City's postage account. The staff's recommendation is to authorize a check to be written from the Central Services postage account to Carlsbad Community Education, Inc. This will leave an unencumbered balance of over $8,000 in the postage account, which will be sufficient for our remaining postage needs this year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PAYMENT OF $1,000 TO CARLSBAD
THE PURPOSE OF FUNDING THE NAILING OF A CITY NEWSLETTER AND A PARKS AND RECREATION BROCHURE
COMMUNITY EDUCATION, INC., A NON-PROFIT ORGANIZATION, FOR
WHEREAS, the City Council did authovize the formation of Carlsbad Community
:ducation, Inc. and,
WHEREAS, Carlsbad Cornunity Education, Inc., has been formed for the
iurpose of distributing City newsletters and other informative material to the
:itizens of Carlsbad and,
WHEREAS, Carlsbad Community Education, Inc., will provide for the
listribution of one newsletter and one Parks and Recreation brochure before the
md of the 1982-83 fiscal year and,
WHEREAS, the City Council does wish to fund the operation of Carlsbad
:ommunity Education, Inc,, by contributing sufficient funds to the organization
;o finance all mailing related costs;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
:hat the sum of $1,000 shall be paid to Carlsbad Community Education, Inc.,
