RECOMMENDED ACTION:
Adopt Resolution No. 7/73 rejecting bids, approving plans and specifications, and authorizing the readvertisement for bids for the Jefferson School Ball Fie1 d Improvements.
I T EM E XP LANAT I ON :
The project consists of grading, landscaping, and irrigation of a lot at the Jefferson Elementary School. On February 1, ,1983, the City Council authorized the advertising of the project with an engineer's estimate of $60,000 and a budget of $96,740. On March 2, 1983, bids were opened. Only one bid of $142,861.10 was received from Dyno Construction, Inc.
On March 4, 1983, a Memorandum of Understanding was signed between t Parks and Recreation and Engineering Departments agreeing to:
1. redesign the grading and drainage to reduce cost. 2. reduce the size of trees and shrubs in the landscaping plan. 3. reject the bid and readvertis'e the revi'sed project.
The plan and specification revisions have been completed and have been reviewed and approved by the Parks and Recreation Director. The proposed schedule for this project is as follows:

FISCAL IMPACT:
This project will be funded by the Department of Housing and Urban Development. Funds in the amount of $96,740 are available for this project in Account No. 15-18-90-3716. The revised engineer's estimate is $80,000.

RESOLUTION NO. 7173
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, REJECTING BIDS, APPROVING PLANS AND SPECIFICA-
TIONS AND AUTHORIZING THE CITY CLERK TO READVERTISE FOR BIDS
FOR THE JEFFERSON SCHOOL BALL FIELD IMPROVEMENTS
PROJECT NO. 3716
WHEEAS, bids have been received by the City of Carlsbad for Contract
No. 1123; and
WHEREAS, only one bid was received which was over the budgeted amount
for the project; and
WHEREAS, it is feasible to redesign the project to reduce the cost.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, as follows:
1. The above recitations are true and correct.
2. The bid of $142,861.10 by Dyno Construction, Inc. for Contract
No. 1123 for Jefferson School Ball Field Improvements is hereby rejected
and City Clerk is hereby authorized to release the bid bond.
3. The revised plans and specifications as presented are hereby approved.
4. The City Clerk of the City of Carlsbad is hereby authorized and
directed to proceed to publish, in accordance with law, notice to contractors
inviting bids for the Jefferson School Ball Field Improvement in accordance
with the plans and specifications hereinabove referred to.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,
California, at a regular meeting held the 5thday of ~pfil , 1983,
by the following vote, to wit:
