HD...~ CITY MGR.~ CITY AINm RECOMMENDED ACTION: 1. City Entrance Signs. Appropriate $4,400 for four City entrance signs, identified in staff report. 2. Community Directional Signs. Appropriate $7,000 for an initial 35 community directional signs, as identified in the staff report. ITEM\ EXPLANATION : The matter of City entrance and community directional signs went before the City Council last year. The City Council referred to staff to establish cost estimate and more specific sign locations. The City's Maintenance Division has established cost of $1,100 per City entrance sign and $200 per community directional sign. Research/Analysis Group and the Maintenance Division have surveyed the City and recommend an initial four City entrance signs and 35 community directional signs to comnence this program. FISCAL IMPACT: Money is not appropriated in the Maintenance Division to accommodate this sign program. City Council must appropriate $11,400 from their unappropriated funds to commence this program. Once the signs are in place, there will be a minor additional cost to the City in maintaining the signs. The contingency balance would be reduced from $707,657 to $696,257. ENVIRONMENTAL IMPACT : The proposed signs are exen-ipt, as identified in Title 19, Carlsbad Municipal Code. EXHIBITS: 1. Memo to City Manager dated March 4, 1983 2. HAGAMAN, Research/Analysis Group CITY ENTRANCE, DIRECTIONAL AND FREEWAY SIGNS The City Council, at their July 20, 1982 meeting, took three actions on signs. You have requested that I bring this'sign matter back to the City Council for appropriate action. I have indicated the three actions below, with my recommendations for implementation immediately fol- lowing : - City Council Recommendation: Community entrance sign (b) adopted and referred to Pllaintenance Department for imple- mentation. . Findings: The Maintenance Department has consulted with various contractors about the proposed City entrance signs and has established an estimated cost of $1,100 per sign, fully completed and in place. The City Council's recommen- dation included the following five signs: a) North City limits - Carlsbad Blvd. b) South City limits - Carlsbad Blvd. c) North City limits - El Camino Real d) South City limits - El Camino Real e) East City limits - Palomar Airport Rd. I recommend that a) be dropped from consideration, since existing signing at this location is adequate. If the City Council concurs with this recommendation, the remaining four signs will cost an estimated $4,400. - City Council Recommendation: Community directional signs to be referred to Maintenance-Department for implementation with priority given to visitor information signs from 1-5 to Chamber office on Elm. Findinqs: The Maintenance Department has established that each directional sign will cost approximately $200, including installation. We have identified an initial 35 signs to be installed, with additional signs to be considered during the year budget review. This initial cost is estimated at $7,000. Findings: Mr. Chase of Cal-Trans has advised me that the freeway signs agreed upon have been delivered to Cal-Trans' Escondido Yard, and have been installed during the last month.
