HD._fflL CITYATTYMffe /«ITV MAD •^yv^—' QLU O Cd 0.Q_ Oo RECOMMENDED ACTION: Adopt Resolution No. "7 ( 80* accepting bids and awarding the contract for Project No. 3132, Buena Vista Lagoon Dredging and Improvements, Alternative C to CALCO CONSTRUCTION, A Joint Venture. ITEM EXPLANATION: On March 15, 1983, the City Council adopted Resolution No. 7165 authorizing the advertisement for bids for the Buena Vista* Lagoon Dredging and Improvements., Project No. 3132. A total of three sealed bids were received at 10:00 A.M. on April 4, 1983. The fo1lowing bids include the dredging and a fence along Jefferson Street (Alternative C): 1. Calco Construction 2. Charles Rounds, Co. . 3. Alsip-McLintock, Inc $799 $883 740.00 950.00 $895,372 .00 Two alternative bidding items were requested in addition to the dredging: a chain link fence along Jefferson Street and a temporary weir (dam) structure near Interstate 5. Staff recommends including the fence and eliminating the weir structure. The purpose of this structure is to ensure that no silt travels into the western lagoon during the dredging. Since the dredging will now be done in the summer and no rain is expected, this structure will not be needed. The engineer's estimate for the dredging and fence (Alternative C) is $910,300. References have been verified on the low bidder and found to be good. Therefore, staff recommends that the contract be awarded to the low bidder, Calco Construction, A Joint Venture. The California Department of Fish and Game has approved the award of this contract to the low bidder. FISCAL IMPACT: Budgeted funds in the amount of $990,000 have been received from the State of California and are on deposit in Account No. 18-81-07-8580. We have all the necessary permits from other agencies to commence the work. Mr. William Hughes has given us permission to place spoil on his disposal site until July 1, 1983. The Department 1600 agreement will be completed when the contractor has completed his work plan. Earl Lauppe will be available to assist on any problems that may occur. Sincerely, , Fred A. Re: Abatement of Nuisance at Buena Vista Lagoon My office has this date received a phone call from Pete Redmann, of the County Auditor's Office re the above matter. He informed us that the certified copy of Res. No. 7113 and report from the Parks and Recreation Director (attachment) the had been sent to his office per instructions was not sufficiei information to have the cost assessed to the owners of the property. We informed him that we were not responsible for tl content of the report nor the resolution, but would try to ob a response for him and have his call returned today. Karen tried talking to Richard Allen, who I believed handled the ma- and was informed that he did not have time to call Pete Redmai as he would be leaving on vacation tomorrow. This matter originated from the Engineering Dept. Someone from your offie should return the call to Pete Redmann at 236-2308 to get him the additional information that he needs. !
