HD.�� CITY ATTY� CITY MG1R.,,?4j,i Adopt Resolution No. 7l � G , urging the establishment of a separate City Librarians' Department within the League of California Cities. ITEM EXPLANATION: The League of California Cities was established in 1898 to promote the growth and development of quality municipal government within the State of California. Departments, or Divisions, within the League have been developed to represent almost every professional administrator except City Librarians. According to the League Bylaws (Article XIV - Amendments): "The Constitution may be amended at any Annual Conference of the League by a two-thirds vote, provided the proposed amendment shall have first been prepared in writing and submitted to the Board of Directors on or before the second day of the Conference....". It is by such action that new Departments are created. The League Board will meet on April 21, 1983 at which time the matter may be addressed. FISCAL IMPACT: There will be no direct fiscal impact from this Council action, although if a City Librarians Department is formed, the Library Director may wish to attend the Annual League Conference. EXHIBITS: 1. Resolution No. I� urging the establishment of a separate City Librarians' Department within the League of California Cities. NOTE: The League of California Cities policy committee on Community Services met April 6 to discuss this proposal. It was recommended that Librarians be included in the Parks & Recreation Department of the League rather than forming a new and separate department. It is likely that this issue will be voted upon at the League conference in October. V 1 RESOLUTION NO. 7196 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, URGING THE =3 ESTABLISHMENT OF A SEPARATE CITY LIBRARIANS' DEPARTMENT WITHIN THE LEAGUE 4 OF CALtFORNIA CITIES. 5 WHEREAS, the League of California Cities was established in 1898 to foster 6 and facilitate quality municipal government within the State of California; and 7 WHEREAS, said League has immutably evolved into an acclaimed forum for '8 excellence in government representing most professional municipal administrators; 9 and 10 WHEREAS, for more than a century public librarians have effectively served 11 millions of municipal residents of said state by providing the materials, 12 information and professional guidance necessary for their educational, infor- 3.3 mational, and spiritual well-being; and 14 WHEREAS, said librarians have not been officially represented within the 15 League's Divisions or Departments to date; and 16 WHEREAS, such exclusion has resulted in a multitude of irretrievable 17 opportunities for vital and necessary communication between library adminis- 18 trators and their counterparts within the existing League; 19 NOW, THEREFORE, BE !T RESOLVED by the City Council of the City of Carlsbad, 20 California as follows: •21 1. That the above recitations are true and correct. 22 2. That the establishment of a separate functional Department of City 23 Librarians within the League of California Cities is deemed to be of 24 significantly enduring value and should be vigorously pursued by the League's 25 current Directors. .26 27 28 a f .
