Adopt Resolution No. 72 0 'l
initiative.
ITEM EXPLANATION;
opposing reapportionment
Assemblyman Sebast.1.ani is sponsoring an initiative to
reapportion the s~ate Legislature. The plan, as proposed,
would adversely e··. ~ect Carlsbad by dividing the city into
districts that would extend into Orange County and the
City of San Diego.
Senator craven has asked the City of Carlsbad to oppose
the Sebastiani reapportionment ini~iative.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, IN OPPOSITION TO THE
SEBASTIAN! REAPPORTIONMENT INITIATIVE,
WHEREAS, under the Sebastiani "good government" reappor-
tionment plan, the city of Carlsbad becomes split and is placed
in two separate Senatorial and Assembly Districts; and
1:IBEFEAS: this division will tie part of Carlsbad to Orange
County, reaching as far north as Anaheim; and
WHEREAS, the integrity of North San Diego County would be
violated by tying Carlsbad, Oceanside, Vista an1 Escondido to
Orange County across Camp Pendleton; and
. WHEREAS, 100,000 people in San Diego w~~ld be disenfran-
chised; and
WHEREAS, the Sebastiani Plan has been developed unilaterally
by ~ne man without public input; and
WHEREAS, a special election to implement this proposal
18 would cost the taxpaye=s of California $13 million.
19 NOW, THEREFORE, BE IT RESOLVED by the City Council oi the
20 City of Carlsbad that it strongly opposes this initiative and
21 feels that its implementation is not in the best interests of.:
