They further emphasized that mid-block pedestrian crossings be provided and that the landscaping and amenities be concentrated in areas most beneficial to pedestrians. Staff feels that this recommendation represents a workable compromise that will result in significant upgrading of the downtown area with strong emphasis on pedestrian ci rcul at i on. FISCAL IMPACT: Community Develo ment Block Grant funds are available to finance this project in the amount o P $281,000.
