RECOMMENDED ACTION:
That Council consider adopting Resolution No. 7a// in order to clarify Council intentions relative to future improvement of
TAMARACK AVENUE between Adams and Skyline.
ITEM EXPLANATION:
At Council meeting April 19, 1983 a motion was adopted to prepare a resolution declaring intention to designate Tamarack as a 60'
collector street between Adams and Skyline. The attached resolu- tion accomplishes that purpose.
If the resolution is adopted, a public hearing will be scheduled for Planning Commission and Council consideration. The action contemplated will require amendment to the Circulation Element of the General Plan.
Supporting staff reports will be presented at the public hearing.
FISCAL IMPACT:
Administrative costs are nominal to prepare the matter for public hearing. substantial savings will be realized due to the lower cost of a
60' collector street compared to an 84' secondary arterial.

I have requested an agenda bill for the City Council meeting May 3 which would do three things:
State the Counci14s intention to leave Tamarack at 60'
right-of-way with 48' pavement width between Adams and Skyline.
Request the Circulation Committee to give due consideration
to this proposal.
Direct the City Engineer to complete constru ction plans
for the 1984 budgeted projects in conformance with this resolution.
Set the matter for public hearings before the Planning Commission at the earliest possible date to designate
this section of Tamarack a collector street and prepare an amendment to the CiEculation Element of the General Plan.

a. Who will pay for improvements on Tamarack; and
b. why the delay from Septem*ber to June on setting up the circulation committee.
Concerning the first item, the CIP, project 83-18, appropriated $347,681 of P.F.F. money to design and construct the improvements
on Tamarack consisting of a Q8-foot street in a 60-foot right of way from Adams to Highland.
This does not take into account the obligations of certain pro-
perty owners to finance a portion of the improvements. Those obligated are:

Although the agreements signed in late 1980 and early 1981 set out estimated amounts, the exact figure has not been calculated as of this moment.
Another facet of this project concerns excess city lands created
by establishing a 60-foot right of way, Since the right of way
varies from 68 to 72 feet and the project is aligned on the north
right of way lines, excess land of from 8 to 12 feet will occur on the south side which in turn will revert to the abutting property owner, if vacated.
In response to item b, the best answer is that the appointment of a committee was under consideration for a long time. The subject was first introduced at Council on November 16, 1982 and the final
appointment was made on January 4, 1983. A written evaluation of the Willdan Report was made by Richard Allen in October 1982,
about a month after its receipt, which then served as a basis of intra-staff discussion.

RESOLUTION NO . 7211
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DECLARING ITS IN-
TENTION THAT TAMARACK AVENUE FROM ADAMS TO
SKYLINE BE DEVELOPED AS A 48-FOOT PAVEMENT
WITHIN EXISTING 60-FOOT RIGHT-OF-WAY.
WHEREAS, TAMARACK AVENUE is designated a Secondary Arterial
(64 ft, of pavement within 84 ft. right-of-way) easterly of 1-5
on the Carlsbad Circulation Element; and
WHEREAS, residential subdivisions have been allowed to
develop along Tamarack with 48 ft. pavement within a 60-foot
right-of-way; and
WHEREAS, the 1984 Capital Improvement Program includes two
projects on Tamarack for construction; and
WHEREAS, a Circulation Committee is now studying the entire
city street system prior to recommending changes to the City
Council; and
WEIEPiEAS, a citizen committee has been formed to oppose the
widening of Tamarack to its general planned width; and
WHEREAS, the City Council deems it imperative that action
be taken now to deal with traffic concerns, and to protect
property values of residents along Tamarack, and to preserve the
residential character of the neighborhood and to eliminate the
uncertainty concerning the intentions of the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
3ity of Carlsbad that:
1. It is the intention of the City Council to designate
ramarack Avenue as a collector street with a 60-foot right-of-way
snd 48-foot pavement between Skyline and Adams.
