SNC-21 - CITY OF CARLSBAD PLN DEWmHDs c~TYA~'\~ CITY MGQZ u- R ECO M M EN DED ACTION: Both the Land Use Planning staff and Planning Commission recommend that SNC-21 be APPROVED and that the City Council ADOPT Resolution No. 70723 ITEM EXPLANATION This item is a request for two street name changes: 1) Palmer Avenue and Los Monos Road to Faraday Avenue; and 2) Impala Drive to Palmer Way. The streets are located north of Palomar Airport Road, east and west of El Camino Real. On the west side of El Camino Real, the street runs through the Koll Industrial Park and, on the east side, it would run adjacent to Beckman Instruments. The planning staff's intent in changing these names is to have one name for the Los Monos Avenue/Palmer Avenue corridor which runs from the eastern boundary of the city to the future College Avenue. Also, it is staff's intent to maintain consistency with the City Council's street naming policy (Policy 20). The proposed changes meet both intents. Through staff review and Planning Commission hearing, all issues on this matter have been satisfactorily resolved. ENVIRONMENTAL REVIEW This project is exempt from environmental review per Section 19.04.070(12) of Title 19. FISCAL IMPACT A total of 2 signs are presently located in the Koll Industrial Park and the total cost to replace these signs is $110.61 - to be paid out of account # 51-10-2665 (includes signs, labor and overhead). APPLICANT : CITY OF CARLSBAD CASE NO.: SNC-21 WHEREAS, a conflict exists with Palmer Avenue, which is north of Palornar Airport Road and west of El Camino Real and Los Monos Road, both of which are located north of Palomar Airport Road and east of El Camino Real; and WHEREAS, the existing Palmer Avenue and Los Monos Road all directly align with one another, and when constructed, will be the same street; and WHEREAS, pursuant to the provisions of the Municipal Code, the Planning Commission did on the 27th day of April 1983, hold a duly noticed public hearing to consider said proposed street name change: and WHEREAS, at said public hearing, a staff report was submitted and persons desiring to speak on the subject request were heard. I. RECOMMENDATION It No. con I1 is recommended that the Planninq Commission ADOPT Resolution 2112, recommending APPROVAL of SNC-21 based on the findings tained therein. PROJECT DESCRIPTION AND BACKGROUND On April 14, 1982, the Planninq Commission apDroved a resolution changing Faraday Avenue to Palmer Avenue. At that time, the Commission expressed concern that the name Palmer was of historical significance, havinq been named for Ralph Palmer, a former owner and publisher of the Carlsbad Journal. Since that time, Los Monos Road has been realiqned and will not connect with Palmer Avenue. The question of a name chanqe has again come UD in order to have one, consistent name for the entire street (see location maD). Unless renamed, the street will now consist of Palmer Avenue and Los Monos Road. Staff has reviewed the possible options and arrived at the following solution which is discussed further under the analysis section of this report. 1 Chanqe Palmer Avenue and Los Monos Road to Faraday Avenue, and change Impala Drive to Palmer Way. 111. ANALYSIS Planning Issues - 1. Are the proposed street name changes consistent with the established City Council policy? 2. Is this the best alternative to serve the community? Discussion City Council Policy No. 20 establishes policv and procedures for naminq and changinq the names of Carlsbad's streets. The policy was created to develop a uniform system of naming streets to avoid such conflicts as identified here. The City Council policy established seven qeoqraDhical areas and designated classifications for each of those areas (birds, cities, Spanish names, etc.). The Koll Center is in an area shown for famous names. Faraday Avenue was named for Michael Faraday, an English chemist and physicist. Soth Impala Drive and Los Monos Road are in an area desiqnated for animal names. The proposed name change would involve a deviation from the area designation. As discussed earlier, staff believes the best solution to eliminate the conflict of one street with different names is to change the name to Faraday Avenue. Faraday Avenue is consistent with the street name policy for the west side of El Camino Real. It is not consistent on the east side; however, staff believes the resulting clarity is more important and does not feel the integrity of the street name policy is compromised. To continue to honor Ralph Palmer with a street name, staff is recommending changing Impala Drive to Palmer Way. Impala Drive is a newly named and dedicated industrial street runninq north from the existinq Palmer Avenue. No businesses are presently addressed off Impala and due to its short length, staff believes there will be no adverse impacts caused by the name change. V. ENVIRONMENTAL REVIEW The Land Use Planniiiq Manager has determined that this project is exempt from environment.al review and, therefore, has issued a Notice of Exemption on April 8, 1983, pursuant to Section 19.04.070( 12) .
