HomeMy WebLinkAbout1983-05-17; City Council; N/A; Safety Service Center Citizens Advisory CommitteeOFF -AGENDA ITEM - May 17, 1983 Meeting City Safety/Service Center Guidelines For Citizens Advisory Comm`—ittee (Facility Planning) Purpose: To provide impartial advice to the City Council regarding the adequacy of site planning fpr the proposed Safety/Service Center. Background: The city has purchased 26 acres in the vicinity of E1 Camino Real and Palomar Airport Road with the intention of constructing a Safety/Service Center. City Council has expressed its intent that development plans for the 26 acres should accommodate the following: Police Station; Fire Station; Fire Administration Building; Maintenance Department Offices, Shops and Storage; Utilities Department Offices, Shops and Storage; Parks Division Offices, Shops and Storage; Purchasing Warehouse; Emergency Operations Center; Conference Room, and; space for future expansion. The city has retained an architect to prepare a Site Development Plan. A copy of the architect's contract is attached for reference. The City Council has expressed its intent to use the resources of the citizens of Carlsbad to assist the Council in its selection of a Site Development Plan that most efficiently and effectively meets its needs to provide service to the people of Carlsbad. To that end, an ad hoc citizens committee is being formed comprised of people who have experience and knowledge in the planning and construction of service and industrial facilities. Term: The committee shall sorve until such time as a site development plan is approved by the City Council. After the site development plan is approved, the Council may request individual members of the committee who have eApertise in a particular area to continue to assist in the development of more detailed plans for the individual facilities proposed for the site. Duties: As pertinent material is submitted by the architect, the Assistant City Manager/Developmental Services will schedule meetings of the committee to review and comment on the submitted material. The committee's comments and justification will be 4„ recorded by the�Assistant City Manager/Develop- mental Services or his designee and submitted to the City Council as part of their background information. Where practical and where time permits, information to be reviewed will be supplied to the committee i-n advance of their meeting. Quorum: Inasmuch as meetings may be called on short notice, a quorum shall be considered to be those committee members present at a scheduled meeting. Meetin s: Meetings of the committee shall be held at the time and location arranged by the Assistant City Manager/Developmental Services. COLMM ACTION: 5-17-83 Council appointed Joe Bear, Bruce Li.ska, Oakley Parker, Ronald Rouse, Terry Richardson and Andy Borden to the Safety Center Advisory Committee. - 2 -
