Review and consider proposed resolution.
ITEM EXPLANATION:
Mayor Casler requested that this item be placed on the agenda
for Council review and consideration. The resolution would
encourage the federal government to develop a space-based
antiballistic missile system.
If the Council wishes to support this proposal, a resolution
doing so is attached.

Please find enclosed a copy of Senate Joint Resolution 23 (SJR-23)
in support of an aggressive beam weapons development program for the
U.S., as proposed in President Reagan's national address on strategic
defense March 23. This bi-pan:isan resolution was recently introduced
in the California Legislature, with 19 Senate and 27 Assembly co-
sponsors, Democrats and Republicans, listed below.
we urge the City Council to introduce and pass this resolution
as a memorial to the U.S. Congress, in order that the entire State of
California, from local to statewide representatives, delivers a cle~r,
resounding mandate to our Congress to commit our nation's resources to
a new Apollo Program for Peace. The benefits of such a policy are·
indicated at length in the accompanying pamphlet, "How Beam Weapon

Similar resolutions have been introduced in city councils and
state legislatures ·from Massachusetts and Illinois to Washington State.
In New Jersey, a resolution modeled on the NDPC's passed the State
House last month; in Tennessee, the State Senate passed a resolut±on
drafted by the NDPC on April 14. The 1nomentum of these resolutions
contrasts sharply with the string of defeats in recent weeks for
advocates of the Nuclear Freeze.

RESOLUTION NO, 7226
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ENCOURAGING THE
FF.DERAL GOVERNMENT TO DEVELOP A SPACE-BASED
ANTIBALLISTIC MISSILE SYSTEM (SJR-23).
WHEREAS, the most feasible means to defend the pnited States
6 from thermonv~lear attack within the foreseeable future is the
7 development of beam weapon technology, which has the capability of
8 destroying nuclear missiles ih flight with more than 99 percent
9 effectiveness; and
10 WHEREAS, the science and technology for development and
11 deployment of these energy beam weapons systems exist as the
12 established or early potential capacity oE both the United States
13 and Russia, and the Russian effort is estimated to be three-to-five
14 times as intense and three-to-five years in advance of development
15 by the Urd ted States; aitd
16 WHEREAS, an immediate effort to develop energy beam weapons
17 would incur no net cost to the United States economy, since the
18 civilian byproducts of this development would stimulate a higher
19 technology economic development; and
20 WHEREAS, the weakening of the western countries through the
21 present world depression, combined with regional conventional war-
22 fare in the developing sector of the world, makes thermonuclear
23 war an increasing possibility in the immediate years ahead; and
24 WHEREAS, a commitment to such development would mandate the
25 direction of medium-to long-term credit for rapid technological
26 progress in United States agriculture, industry, and transportation,
27 in an increasingly energy-intensive mode, thereby providing
28 employment for millions of unemployed United States workers and

l providing the basis for world economic recovery;
2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
3 City of Carlsbad, California, that the legislature of the State
4 of California respectfully memorialize the President and Conryress
5 of the United States to do all ~f the following:
6 1. Reinstate the National Aeronautics and Space Administra-
7 tion Program on an expanded scale to utilize technology gained by
8 the Mars Landing Program, the Manned Space Program, and an
9 accelerated Spac~ Shuttle Program as the necessary elements of the
10 capability to launch a space-based antiballistic missile system;
11 2. Immediately'increase the high-energy laser development
12 program, with the goal of achieving a defense capability again&t a
13 small number of Intercontinental Ballistic Missiles within the next
14 five years;
15 3. Immediately increase the short-wavelength laser and
,16 particle-beam development program, with the goal of determining
17 the optimum direction and emphasis for research and development for
18 immediate and succeeding generations of energy beam weapons
19 designed to provide complete protection against nuclear war by the
20 middle of the next decade; and
21 4. Encourage from the federal level the changes in the area
22 of educational policy that will be necessary to create a generation
23 of citizens capable of carrying out the tasks of a high technology
24 economy; and be. it further
25 RESOLVED, that the Secretary of the Senate transmit copies of
26 this resolution to the President and Vice President of the United
27 States, to the Speaker of the House ot; Representatives, and to each
28 Senator and Representative from California in the Congress of the
l United States.
