RECOMMENDED ACTION:
Adopt Resolution No.7<33Qteclaring City intention to fund a bridge widening project at Palcmar
Airport Road and 1-5.
ITEM EXPLANATION
The recently passed 5-Cent Gas Tax Funding has been allocated primarily to the State for
Interstate Highways. Staff has attempted to get funding for the bridge project included in
considerations for allocation from these funds. In order to do that, CALTRANS has requested a
declaration of intention to fund the project. Attached is a resolution that would accomplish that
without conmitting the City irretrievably to fund the bridge by itself.
FISCAL IMPACT
If Federal Funds can be made available, this would represent a potential and substantial savings
to local funding sources. Currently the bridge widening is estimated at $1.2 million, of which
$1.1 million is construction costs, and $100,000 is project engineering and contract management
costs.

Refer to our letter of March 14, 19^3 informing you that the
Project Authorization Report (PAR) for the proposed Palomar
Airport Road interchange improvement was approved. As noted in
that letter, the PAR was approved on the basis of 100 percent
local funding of project costs, but was not included in the
current STIP (State Transportation Improvement Program) because
no funding commitment has been made or source of funds identified.
Total project cost is estimated to be $1,460,000, including
$1,100",000 for construction and $360,000 for preliminary and
construction engineering costs.
If satisfactory evidence of City commitment to funding _the
project within the five year STIP program period (FY 'Sj-FI-|3?)
is obtained by May 15» the proposed project can be included in
tha 1933 proposed STIP being submitted for adoption by the
California Transportation Commission.
To take advantage of this opportunity it will be necessary for
the Carlsbad City Council to adopt a resolution declaring City
intention to fund all project costs for the proposed interchange
improvement. The resolution should identify the intended source
of project funds and the year funds are expected to be available.
The" funding source may be the City Public Facilities Fund, estab-
lishment of a special assessment district, contributions by
developers as mitigation for environmental impacts, Federal devel-
opment funds, etc.
When the Council Resolution is passed, notification of the District
by telephone will be satisfactory to save time. Call Bill Anunon

RESOLUTION DECLARING INTENTION CF THE CITY CF CARLSBAD,
CALIFORNIA, TO FUND BRIDGE WIDENING PROJECT.
The City Council of the City of Carlsbad, California, does hereby resolve as follows:
WHEREAS the State of California has requested a comritment of the City Council of the
City of Carlsbad to the bridge widening project at Palcmar Airport Road and 1-5.
WHEREAS the City of Carlsbad desires that the project be included in the State
Transportation Improvement Program, being submitted for adoption by.the California
Transportation DeparttTEnt, that the Council declares its intent to fund all project costs for
the proposed interchange from one or more of the available sources, which are:
1. City Public Facility Fees,
2. A Special Assessrrent District,
3. Developer Contributions, and
4. Federal Monies available (HB 6211)
The Council also declares its intention to contract for the construction of the
bridge during the Five-Year State Transportation Improvement Progran period (Fiscal year
1983-1988), with a target date of 1985 to be set for beginning of construction subject to
availability of funding.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad at a regular
meeting held the 7th day of June , 1983, by the following vote, to wit:
