ITEM EXPLANATION: The library’s film and video tape collection is heavily used. Because of this heavy use, the material is vulnerable to damage beyond expected normal wear and tear. As the collection ages, the likelihood of damage also increases. The annual cost of maintaining the library’s film and video tape collection is approximately $10,000. for a part-time salary and supplies. The 1 i brary has not budgeted for replacement footage in the past, but to keep the col- lection in top condition, replacement footage is necessary. The expense, and the inherently fragile nature of film and video tape, has led many libraries to establish an insurance fee. An insurance fee protects users from catastrophic expense due to damage, and provides funds to maintain the co1 lect ion. The proposed insurance fee would provide the users of this collection with coverage to protect them from the high cost of extensive damage to those materials. A $.50 fee would be assessed on each film and/or video tape title at the time of check-out. In the event of damage, the borrower’s financial responsibility would be limited to paying a maximum of 20% of the cost for repair or replace- ment. Additionally, the fee would provide the Library with a fund to assist in maintaining the film and video collection in top condition. The proposed insurance fee wi 1 I not result in any “profit” to the City at the expense of the user (5). The Oceanside and Escondido libraries will be instituting the effective July 1, 1583. Approval of this proposal would enab Library to do the same. These funds would be included in the annual City budget under a special revenue fund for insurance, with anticipated revenues and expenditures detailed out. EXHIBITS: 1. RESOLUTION NO. 7235 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORlZlNG IMPLEMENTATION OF AN AUDIO VISUAL INSURANCE FEE AND MAINTENANCE FUND. WHEREAS, the City Council of the City of Carlsbad, California desires to implement an audio visual insurance fee and maintenance fund, NOW, THEREFORE, Bt' IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That rffkctive July 1, 1983 an insurance fee of $.50 shall be accessed on each film and/or video tape title at time of check-out. 3. That all funds shall be deposited in a special revenue fund and expenditures from said account shall be handled in accordance with established City policies.
