Council adopt Resolution No. 7#i supporting funding and
construction of State Highway 1n the City of Oceanside.
ITEM EXPLANATION:
The city has been requested by Supervisor Eckert's office to offer its
support in securing approval and funding from the California
Transportation Commission for State Highway 76 from Interstate S to
Frontier Drive in the City of Oceanside.
This project has been included in the Regional Transportation
Improvement Program adopted by SANDAG. Once constructed it would
provide benefit to all of north county by reduction in air pollutants,
Also, it will relieve traffic congestion.

None.

Dear Mary,
I am asking for your help and support in the funding and
ultimate construction of the initial phase of Highway 76,
beginning in Oceanside.
On May 12, 1983 The California Transportation Commission
accepted testimony from myself and Bill Tuomi (SANDAG) sup-
porting the construction of this vital highway. The pro-
jected 15.4 million dollar project is proposed in Cal Tra~s
fiscal year 1988 budget. It is absolutely essential that
the leaders within the North County region actively support
the Cal Trans staff recommendation. Please take the time to
show the California Transportation Commission that the
construction of Highway 76, as proposed, has unanimous
regional support.
Some of the benefits to be derived from this East/West
Freeway will be the relief of unacceptable level~ of traffic
congestion on Mission Avenue in Oceanside, which is ~~e
current Highway 76. The County Air Polution Control Depart-
ment estimates that this current traffic congestion is
responsible for contributing 40 tons of air pollution con-
taminates a day. The construction and new interchange of
the pro~osed Highway 76 will eliminate much of this congest-
ion, thereby substantially improving the air quality of all
North County.
As the State becomes more actively involved in the distribu-
tion of State and FEDERAL funds, we must a~tively support
those mutually beneficial projects that effect North Cour.ty.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY Oil CARLSBAD, CALIFORNIA SUPPORTING
FUNDING AND CONSTRUCTION Of STATE HIGHWAY
76 FROM INTERSTATE 5 TO FRONTIER DRIVE IN
THE CITY OF OCEANSIDE, CALIFORNIA.
WHEREAS, the construction of this highway will relieve
7 presently unacceptable levels of traffic on Mission Avenue in the
8 City of Oceanside; and .
9 WHEREAS, the County Air Pollution Control Department
10 estimates that this traffic congestion contributes 40 tons of air
11 pollution contaminants per day; and
12 WHEREAS, the proposed project will eliminate much of the
13 congestion and contribute to improving air quality in the North
14 County; and
15 .WHEREAS, the San Diego Association of Governments (SANDAG)
16 has included the State Route 76 project in their Rey,ional
17 Transportation Improvement Program;
18 NOW, THEREFORE, BE IT RESOLVED that the City Council of the
19 City of Carlsbad supports the State Route 76 project and
