HD.RUCU(S I CITY ArpY m ITEM EXPLAFJATIOPJ : This item was withdrawn by Council on 3/1/83 pending a letter of concurrence from the Buena Woods I1 Homeowners Association. Letter is attached as Exhibit 1. At the February meeting of the Traffic Safety Commission, the Commission recommended the posting of "NO Parking" on the east side of Monroe Street from Elm Avenue to Hosp Way. ?tonroe Street is posted "NO Parking" on the east side from Hosp Way to Marron Road and on the west side from 3lm Avenue to Plarron Road. The street is not configured to provide parking as all parking in this area was to be off street. Cars parked in the concerned area create a traffic hazard. FISCAL IMPACT: A cost of $200 is estimated to Gurchase and install appropriate signs. Funds 'are available in Account fJo. 00-51-10-2665 for this work. YXHISITS: 1. I 13 May 1983 City of Carlsbad 1200 Elm Avenue Carlsbad, Ca 92008 Attention: Steve Tisdale Dear Mr. Tisdale The board of directors of Buena Woods I1 have been asked to respond to our viewpoint regarding some of our residents desire to park their personal vehicles on Monroe avenue in the designated bycyle lane. Our development provides a two car garage for every resident. In addition there are 70 offstreet parking slots available for residents and guests. We believe parking on Monroe in front of our development creates a potential serious traffice hazard due to the blockage of a drivers visibility when exiting from Avenue of the Trees onto Monroe. There is a lot of construction in that area, and there would have been signs eventually, and it would be better to do it now. Commissioner Punches stated that it will be a major intersection eventually. Ron Beckman added that within the next few months there will be a significant increase of traffic on Alga. Commissioner Dossey said the City Engineer did this, but it is necessary to sustain the action. The Commission voted to recommend to the City Council that permanent stop signs be installed on El Fuerte at Alga. .. . MONROE AVENUE - NORTH OF EZM Larry Dossey reported that the Assistant City Attorney asked this item be brought up again. The people had asked for this parking, because there was not enough on-street parking--but it is unsafe with the people turning right. of the people, but no one came in when they were notified. They had removed the signs because Commissioner Hawkins commented he thought it was posted and Commissioner Dossey replied they had removed them. Commissioner Baldwin stited thLy were supposed to create off-street parking, but they baven't done that. The Commission adopted a recommendation to City Council that this area be posted "NO Parking". ORDINANCE NO. 3160 AN ORDINANCE OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.40.051 MONROE STREET FROM ELM AVENUE TO MARRON ROAD. TO DECLARE A "NO-PARKING" ZONE ON BOTH SIDES OF The City Council of the City of Carlsbad, Cal'ifornia, hereby ordains as follows : SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by the amendment of Section 10.40.051 to riad as follows: "10.40.051 Parking Restricted on Monroe Street. There shall be no parking on both sides of Monroe Street from Elm Avenue to Marron Road." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption and the City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Carlsbad Journal within fifteen days of its adoption. INTRODUCED AND FIRST READ at a regular meeting of the City Council held the 1st day of March , 1983, and thereafter.
