RECOMMENDED ACTION:
Adopt Resolution No. 7—'—requesting project selection to be funded with Federal
Emergency Jobs Appropriation Act.
ITEq EXPLANATION
The City will be receiving $121,177, in funds to be disbursed through the Community
Development Block Grant (CDBG) Program. Those funds are in addition to our annual
block chant funds.
The Federal Emergency Jobs Appropriation Act, sinned by President Reagan on
March 24, 1983, included $1 billion to be distributed nationally through the
Community Development Block Grant program. Carlsbad's share is $121,177. These
funds will be available to the City in August 1983.
This is a one-time special program. Objectives are: 1) create employment
opportunities by initiating labor intensive projects, 2) provide assistance to
unemployed and underhoused persons, and 3) fund projects supportive of community
revitalization.
The City Council is asked to select projects for these funds. All Community
Development Block Grant projects are eligible.
At a special meeting on June 6, 1983, the Housing and Redevelopment AdvisnLL
Committee took action recommending that the City Council select the foll"ling
Droiects for consideration:
1. Streetscape $ 86,177
2. Parking Lot 30,000
3. Pedestrian Circulation Study 5,000

PROJECT SELECTION FOR FEDERAL EMERGENCY JOBS APPROPRIATION ACT
The City will be receiving $121,177, in federal funds under the Federal Emergency
Jobs Appropriation Act. These funds must be allocated to specific projects that
qualify under Community Development Block Grant (CDBG) guidelines.
Pt its June 21, 1983 meeting, the City Council will need to review and select
projects to be funded with these monies. A list of projects submitted for the 9th
Year Community Development Block Grant application is attached. Any project that
meets Community Development Block Grant eligibility may be selected. It must,
however, be in Federal Census Tract 179.00.
The Housing and Redevelopment Advisory Committee met on June 6, 1983, to review
projects. Their recommendation is to appropriate the funds as follows:
1. Streetscape $ 86,177
2. Parking Lot 30,000
3. Pedestrian Circulation
Study 5,000

The streetscape project is a continuation of the State and Grand improvements which
include crosswalks, landscaping, street furniture and lights. The parking lot will
be constructed in the easterly portion of the railroad right-of-way between Elm
and Grand Avenues (north of the depot). The pedestrian circulation study will
provide guidelines for a safe, organized movement of pedestrians in the downtown
area.
All of these projects are eligible under Community Development Block Grant
regulations.

RESOLUTION NO. 7254
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, REQUESTING
PROJECT SELECTION FOR FUNDING UNDER THE
FEDERAL EMERGENCY JOBS APPROPRIATION ACT.
WHEREAS, the City Council of the City of Carlsbad did, on the 21st day
of June, 1983, hold a duly noticed public hearing as prescribed by law to
consider said request; and
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments, if any, of all persons desiring to be heard, said City Council
considered all factors relating to the allocation of said Federal Emergency Jobs
Appropriation Act.
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby approves the
following projects for funding:
1. Streetscape $ 86,177
2. Parking Lot 30,000
3. Pedestrian Circulation Study 5,000
BE IT FURTHER RESOLVED, that the City Manager is hereby directed to
firward this selection to the County of San Diego for inclusion in the Federal
Emergency Jobs Appropriation Act.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, on this 21st day of June, 1983, by the
following vote to wit:
