RECOMMENDED ACTION:
TITLE: REQUEST 33 ADDRESS CITY COUNCIL
SUZANNE PALMER D1LLX)N.
Ms. Dillon has requested permission to address the City Council regarding
Council's recent action in changing the nme of Palmer Avenue to Faraday Avenue.
The purpose of this change was to have one nme for the street which will run
through the Carlsbad Research Center, intersect with El Camino Real at existirq
Palmer Avenue and then connect with proposed Los Monos now that it has been realigned (see attached location map). In order to retain the nm of Palmer in
this area, the Council at the same time changed existing Impala Way to Palmer Way. This street is located in the same area and will exterd fran Faraday to future College Boulevard. It should also be noted that last year, the Council
&anged the nme of Palmar Court in La Costa to Corte Quinta Mar so that it
muldn't conflict with Palmer Way ad, therefore, the nmne Palmer could be retained in the industrial area.

P F4ECt)IM~lENDED ACTION:
Both the Land Use Planning staff and Planning Commission
recommend that SNC-21 be APPROVED and that the City Council
ADOPT Resolution No. 7223 .-
ITEM EXPLANATION
This item is a request for two -street name changes: 1
1) Palmer Avenue and Los Monos Road to Faraday Avenue;
._ and
2) Impala Drive to Palmer Way.
The streets are located north of Palomar Airport Ro'ad, east and west of El Camino Real. On the west side of El Camino Real, the street runs through the Koll Industrial Park and, on the east
side, it would run adjacent to Beckman Instruments,
The planning staff's intent in changing these names is to have
one name for the Los Monos Avenue/Palrner Avenue corridor which runs from the eastern boundary of the city to the future College Avenue. Also, it is staff's intent to maintain consistency with
the City Council's street naming policy (Policy 20). The
proposed changes meet both intents.
Through staff review and Planning Commission hearing, all issues on this matter have been satisfactorily resolved.
ENVIRONMENTAL REVIEW
This project is exempt from environmental review per Section
19.04.070(12) of Title 19.
FISCAL IMPACT
A total of 2 signs are presently located in the Koll Industrial Park and the total cost to replace these signs is $110.61 - to be
paid out of account # 51-10-2665 (includes signs, labor arid overhead).

Dear Mayor and Council Members,
I received the Mayor's letter of June 8 and appreciate
the communication. While no disrespect may have been intended
nor the exact word "only" a former Editor and Publisher of
the Carlsbad Journal spoken, the implication appears to have
been made since I received the initial phone call in May
(which prompted my letter) and then received the following
article with the enclosed response from another friend: -- Sari Diego. Tuesday, May 24,1983 (2) THE TRIBUNE BY=
Playing the name game
What's in a name? "he Carisbad City Council has de-
cided that Palmer Avenue and its proposed extension, Los Mom Road, would sound just as meet if named Faraday Avenue because otber
streets in tbe neighborhood bear the names of distinguished scientists. So the names were changed to Faraday.
$at that k€t the city without a road named after Ralph Palmer, for- mer publisher of the CarWd Jour- nal newspaper. So tbe council, wisb-
ing to boaor Palmer, decided to change Impala Drive to Palmer
Assistant City Manager Frank
1yIHnen said he doesn't think either the car or the antelope - he isn't
sure which impala may have been cited ia the former name - should mind.
way.
On Thursday, June 9, I received a phone call from Archie
He assured me no effort had been made to discredit my Hicks,
father and that Palmer Ave. would remain. Mr. Hicks led me
to believe the intersection wowld have a joint name (as do
many intersections in Carlsbad).
I~bs extremely pleased with your reconsideration and
felt that due respect had been given. You can imagine my sur-
prise when I received the Mayor's letter on Saturday, June 11,
informing me of the change,
Relocating Palmer Avenue from a prominent position to
a side street does not seem to indicate your "regard for him"
as stated in the Mayor's letter.
While I sympathize with your efforts to unify street names,
I again remind you that Palmer Ave. existed long before El
Camino Real became nindustrializedn. In addition, the San
Diego Ehening Tribune atricle indicates that this Council
action was not a step toward unification of existing street
-
names, but rather a complete change.
If the city felt it essential to have the continuity of
scientific names (the only other reason that has been mentioned)
a ten minute stop at a public library would have yielded the
names of the following American scientists (Faraday was English) :
"Charles Skeele Palmer-a list of accomplishments includes the invention and patenting of the process for cracking oils to gasoline (which he sold to Standard Oil)
+Patrick Edward Palmer--radio astronomer, recipient of the Bart J. Bok award for contributions to galac- tic astronomy
Walter Walker Palmer-research physician, developed quantitative method for hemoglobindetermination
*Arthur William Palmer-chemist
*Chase Palmer--chemist
*Claude Irwin Palmer-author of 11 arithmetic texts including Trigonometry with Logarithms, Analytic Geometry, Pmctical Calculus
*Irving Allston Palmer--metallurgist
*Albert de Forest Palmer-physicist
*Andrew Henry Palmer-meteorologist, climatologist
*Robert (Conrad) Palmer-chemist
"Pheodore Sherman Palmer--botanist, naturalist
Since you did not deem it necessary to reconsider your
decision based on the community contributions of Ralph Palmer,
I urge you to reconsider based OB the scientific contributions
of men whose name was Palmer. The research and invention made
by Charles Skeele Palmer had a profound and positive effect
on the development of the United States as well as the world.
If you demand a scientific name for this industrial street,
Palmer Avenue is an excellent choice!
I will be happy to appear at any upcoming City Council
meeting.
to attend. We are anxious for a fair resolution to this
I'm sure my brother and sisters will also be willing
situation. Thank you for your continuing concern.
