Ms. Dillon has requested permission to address the City Council regarding Council's recent action in changing the nme of Palmer Avenue to Faraday Avenue. The purpose of this change was to have one nme for the street which will run through the Carlsbad Research Center, intersect with El Camino Real at existirq Palmer Avenue and then connect with proposed Los Monos now that it has been realigned (see attached location map). In order to retain the nm of Palmer in this area, the Council at the same time changed existing Impala Way to Palmer Way. This street is located in the same area and will exterd fran Faraday to future College Boulevard. It should also be noted that last year, the Council &anged the nme of Palmar Court in La Costa to Corte Quinta Mar so that it muldn't conflict with Palmer Way ad, therefore, the nmne Palmer could be retained in the industrial area. SNC-21 - CITY OF CARLSBAD P F4ECt)IM~lENDED ACTION: Both the Land Use Planning staff and Planning Commission recommend that SNC-21 be APPROVED and that the City Council ADOPT Resolution No. 7223 .- ITEM EXPLANATION This item is a request for two -street name changes: 1 1) Palmer Avenue and Los Monos Road to Faraday Avenue; ._ and 2) Impala Drive to Palmer Way. The streets are located north of Palomar Airport Ro'ad, east and west of El Camino Real. On the west side of El Camino Real, the street runs through the Koll Industrial Park and, on the east side, it would run adjacent to Beckman Instruments, The planning staff's intent in changing these names is to have one name for the Los Monos Avenue/Palrner Avenue corridor which runs from the eastern boundary of the city to the future College Avenue. Also, it is staff's intent to maintain consistency with the City Council's street naming policy (Policy 20). The proposed changes meet both intents. Through staff review and Planning Commission hearing, all issues on this matter have been satisfactorily resolved. ENVIRONMENTAL REVIEW This project is exempt from environmental review per Section 19.04.070(12) of Title 19. FISCAL IMPACT A total of 2 signs are presently located in the Koll Industrial Park and the total cost to replace these signs is $110.61 - to be paid out of account # 51-10-2665 (includes signs, labor arid overhead). While no disrespect may have been intended nor the exact word "only" a former Editor and Publisher of the Carlsbad Journal spoken, the implication appears to have been made since I received the initial phone call in May (which prompted my letter) and then received the following article with the enclosed response from another friend: -- Sari Diego. Mr. Hicks led me to believe the intersection wowld have a joint name (as do many intersections in Carlsbad). I~bs extremely pleased with your reconsideration and felt that due respect had been given. You can imagine my sur- prise when I received the Mayor's letter on Saturday, June 11, informing me of the change, Relocating Palmer Avenue from a prominent position to a side street does not seem to indicate your "regard for him" as stated in the Mayor's letter. While I sympathize with your efforts to unify street names, I again remind you that Palmer Ave. existed long before El Camino Real became nindustrializedn. In addition, the San Diego Ehening Tribune atricle indicates that this Council action was not a step toward unification of existing street - names, but rather a complete change.
