CITY ArrY ?w clTYMGR=fa RECOMMENDED ACTION: Both the Planning Staff and Planning Commission recommend that this application be APPROVED and that the City Attorney be directed to prepare documents APPROVING SNC-22, per Planning Commission Resolution No. 2126. ITEM EXPLANATION This item is a street name change from Goldenbear Court to1 Impala Drive located as described above (also see attached location map). The street is a small cul-de-sac which divides the Interamerican Development project located just to the north of Beckman Instruments. The street name change was initiated by the Planning Commission after hearing objections to the name @'Goldenbear" by representatives of Interamerican Development. The Commission directed staff to work with the applicant to choose a suitable street name. The name "Impala" is consistent with the City Council's street naming policy. Also, representatives of Interamerican Development have indicated their preference for this name. Through staff review and Planning Commission hearing, all issues on this matter have been satisfactorily resolved. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project is exempt from environmental review pursuant to Section 19.04.070(12). FISCAL IMPACT Since no street signs currently exist on the site, no fiscal impacts would be created by this project. APPLICANT: CITY OF CARLSBAD CASE NO. : SNC-22 WHEREAS, pursuant to City Council Policy No. 20, the Planning Commission did, on the 8th day of June, 1983, hold a duly noticed public hearing as prescribed by law to consider said request; and WHEREAS, at said public hearing a staff report was submitted and all persons desiring to speak on the subject request were heard. At the conclusion of said hearing, the Planning Commission considered all factors relating to SNC-22. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Plarining Commission of the City of Carlsbad as follows: A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commission APPROVES SNC-22, based on the following findings: Findinus : The proposed street name, Impala Drive, is consistent with City Council Policy No. 20 for the reasons stated in the staff report. I. RECOMMENDATION 0 It is recommended that the Planning Commission ADOPT Resolution No. 2126, recommending APPROVAL of SNC-22 based on the findings contained therein. 11. PROJECT DESCRIPTION AND BACKGROUND On April 27, 1983, the Planning Commission approved a resolution to change Impala Drive to Palmer Way. The primary reason for this change was to continue to honor Ralph Palmer. At that time, the Commission directed staff to prepare a street name change for Goldenbear Court. Staff has reviewed the possible options and recommends that Goldenbear Court be changed to Impala Drive. ANALYSIS - 111. Planning Issue 1. Is the proposed street name consistent with the City's street naming policy? Discussion City Council Policy No. 20 establishes a policy for naming and changing the names of Carlsbad's streets. In approving any street name change the justification for such a change, a replacement name and any effects of the change on other streets must be considered. The Street Name Policy divides the City into seven geographical areas and designates classifications for each of those areas (birds, cities, famous names, etc.). The area in question is designated for animals. The name Impala Way, therefore, would be consistent with this portion of the Council Policy. *' * - $' .- A Presently there are no businesses addressed off Goldenbear Court, although Interamerican Development has a large industrial complex under construction here. Interamerican was consulted about an alternate name and has requested the name be changed to Impala Drive. Due to the recent street name change, Impala is now available for use and is also consistent with Council Policy No. 20. Street name changes typically result in confusion because many maps must be updated and various agencies notified. The potential for confusion resulting from customers accustomed to the old name, is great. For these reasons, street name changes should be made only when significant justification exists. Now is an appropriate time to change the name of Goldenbear to Impala since no development has been completed and deeds, street signs, addresses, etc. would not have to be changed. IV.
