PLN RECOMMENDED ACTION: Both the Planning Staff and Planning Commission recommend 1 this application be APPROVED and that the City Attorney be directed to prepare documents APPROVING MP-107(A)/SP-l61(A 82-24/PUD-49 per Planning Commission Resolution Nos. 2132, and 2134. ITEM EXPLANATION This item consists of the deletion of an existing master p specific plan and a 288 unit Planned Unit Development and Tentative Tract Map located or! the east side of Paseo del E south of Palomar Airport Road. The property is zoned P-C (Planned Community) and is directly across the street from Altamira development. The existing master plan did not cor any development standards and only indicated that the projc area should be developed with residential use. The existir specific plan was for an old subdivision map on the subject property which has since expired. Staff and the Planning Commission had no problem with deleting the existinq mastei and specific plan on the property. The Planning Commission's only concern with the project is lack of a recreational vehicle parking area. Under the P1; Development Ordinance, RV parking is not. required of a Plar Unit Development unless deemed necessary by the Planning Commission and City Council. The Commission believes this project will create a demand for RV parking and, therefore, directed the applicant to work with staff to provide for a parking area. RECOMMENDATION It is recomiended that the Planning Commission approve the Negative Declaration issued by the Land Use Planning Manager ADOPT Resolution Nos. 2132, 2133 and 2134, recormending apprc of MP-l07(A)/SP-l61(A>/CT 82-24/PUD-49, based on the finding: and subject to the conditions contained therein. 11. PROJECT DESCRIPTION AND BACKGROUND The applicant is requesting the deletion of a portion of an existing Master Plan, MP-107 and the approval of a Tentative Subdivision Map and Planned Unit Development for 258 units o 35.4 acres, located as described above. The City of Carlsbal initiating the deletion lof an existing Specific Plan, SP-161 and the deletion of the remainder of MP-107, affecting approximately 34 acres contiguous to the east of the project site. In May 1973 the City Council approved EIP-107 establishing a density of 7 du/ac for the 79.4 total acreage. Subsequent t this action the City Council, in November 1374, approved Specific Plan, SP-161 and Carlsbad Tract, CT 74-17, for condominium development on the 35.4 acre subject parcel. The project site is roughly triangular in shape with Paseo r Norte on the southern boundary, a drainage course on the ea2 boundary and another drainage, Canyon De Las Encinas along t northern boundary. The property is characterized by a large plateau area, elevated above Paseo Del Norte, and: steep slog and riparian areas corresponding to the drainages. Access t the site would be derived from two driveways off Paseo Del Norte. i) 111. ANALY S I S Discussion - MP-107(A) The existing Master Plan covers approximately 79.4 acres, as shown on Exhibit ''X". The Master Plan established a density 1 7 du/ac for the properties. The plan provided no development guidelines and no conditions of approval were applied. The density, would be the most logical way for this property to develop with residential uses". The P-C zone provides that properties of less than one hunder acres shall be developed by means of a planned development permit. Staff believes that the existing master plan is outdated and that utilizing the Planned Development Ordinance would be the most logical way to develop residential uses. Staff believes that the PD Ordinance would provide for suitab development standards while allowing maximum design flexibili The applicant has requested that that portion of the master p affecting the 35.4 acres be deleted. Staff recommends that t entire Master Plan be deleted and that development occur pursuant to the Planned Development Ordinance. fdaster Plan stated only that, "proper P-C development, at thi Discussion - SP-161 (A) Specific Plan, SP-161, was adopted by the City Council in PJovember 1974, to accompany Tentative Subdivision Nap, CT 74- for the 35.4 project site, as shown on Exhibit "X". The Tentative Map has since expired and staff believes that the existing Specific Plan is no longer pertinent. Staff recommends that the Specific Plan be deleted and that development occur pursuant to the Planned Development Ordinan Staff believes that the use of the Planned Development Permit process will provide suitable development standards and adequ review opportunities. ANALYSIS - CT 82-24/PUD-49 Planning Issue 1) Does the proposed project sakisfy all design criteri and development standards of the Planned Developnent Ordinance? Discussion Staff believes that the proposed project would satisfy all bz development standards and design criteria of the Planned Development Ordinance. The applicant is proposing 288 units, constructed in three different product types. The applicant I -2- 0 0 proposes 152 units developed in fourplexes and 58 units developed in eightplexes. The final product type is a U-sh structure accomodating 10 to 14 townhouse units; 78 units wol be developed utilizing this product type. The project would result in an overall density of 8 du/ac. A total of 653 parking spaces would be provided, 330 covered 323 open. Each unit of the fourplexes is designed with a on garage. The second assigned space would be uncovered.
