The Planning Commission and the staff recommend that the City Council introduce Ordinance No. 9679 APPROVING MP-1(A) and
direct the Attorney's Office to prepare documents APPROVING CT
83-7.
ITEM EXPLANATION
The project is a request to amend the Hosp Grove Master Plan (MP
l(A)), and a proposed tentative map to allow the construction of
a 300 unit apartment project near the southwest corner of Hosp
Way and El Camino Real. The area of the proposed project, as shown on Exhibit "X", consists of Units B and C. The amendment to the master plan would revise the acreage of Unit B from 13.8
acres to 15.9 acres to allow enough density for construction of
into one lot, separating it from Unit C. Once again, this is
being done to allow for construction of the 300 unit apartment
project. On June 8, the Planning Commission made the determination (PCD-46) that the density requested was justified by the project.
The proposed project has been approved for participation in the City's Mortgage Revenue Bond program. For further information please see the attached staff report to the Planning Commission.

FISCAL IMPACT
The applicant will provide all required public improvements to
the project. Also, the applicant has agreed to pay a public facilities fee to offset the costs of providing all other public services.
ENVIRONMENTAL REVIEW
At their June 8th hearing, the Planning Commission approved the Negative Declaration issued by the Land Use Planning Manager.

NO. 9250 TO REVISE THE ACREAGE AND NUMBER
OF LIVING UNITS IN UNIT B OF THE HOSP GROVE
MASTER PLAN LOCATED AT THE SOUTHWEST CORNER
OF EL CAMINO REAL AND HOSP WAY.

The City Council of the City of Carlsbad, Californi
does ordain as follows:
SECTION 1: That Ordinance No. 9250, is hereby amer
revising the acreage from 13.8 acres to 15.9 acres and the r
of living units from 275 to 300 for Unit B of the aosp Grove
Plan.
SECTION 2: That the findings and conditions of the
Planning Commission contained in Resolution No, 21 30 constit
findings and conditions of the City Council in this matter.
SECTION 3: That amended Master Plan MP 1(A) is apF
subject to all applicable requirements of the Carlsbad Munic
Code and to the satisfaction of the conditions imposed by pr
approvals of said plan.
SECTION 4: The amendments specified in Section 1 s
incorporated into the official Hosp Grove Master Plan as app

Camino Real in the P-C Zone.
I. RECOMMENDATION
It is recommended that the Planning Commission APPROVE the
ADOPT Resolutions Nos. 2128 and 2129, approving CT 83-7 and
PCD-46 and Resolution No. 2130, recormending APPROVAL of MP-I(A: to the City Council based on the findings and subject to the conditions contained therein.

11. PROJECT DESCRIPTION
The applicant is requesting approval of a Master Plan Amendment
Tentative Tract Map and Planning Comrcission Determination to allow for the construction of a 300 unit apartment project on a
portion of the property located a described above. As shown on Exhibit "X" the subject property consists of Units B and C of the Hosp Grove Easter Plan.
The applicant is requesti-ng an amendn-ent to this Master Plan to revise the acreage of Unit B from 13.8 acres to 15.9 acres to
allow for the construckion of apartment units.
In April, 1980 a tentative tract map and condominium permit (CT 79-27/CP-44) was approved on Units B and C of the Hosp Grove Master Plan. The applicant is now applying for E! tentative
tract map to resubdivide the property. The new tentative tract
nap would consolidate Unit B into one lot allowing for the construction of a 300 unit apartment project. The remaining l.ots, Unit C, would be developed as condominiums per the
original approval of CT 79-27/CP-44.
The Planning Commission Determination application is being
requested to justify the requested density for the apartment project on Unit B.' The proposed density of 18.8 du's/ac is at
the high end of the density range of 10-20 du's/ac desiqnated for this site by the General Plan. This site has been
previously graded and most of the public improvements have been

constructed. The project will consist of one and two bedroom
units located in the three-story buildings. Four common recreation areas will be provided. Many of the units will have either a private balcony or patio. Parking will be provided under some of the buildings and in common parking areas.
111. ANALYSIS
1. Is the requested Master Plan Amendment consistent with the General Plan designation for the subject property?
2, Does the Proposed Tentative Tract Map meets the requirement:
of the Carlsbad Zoning Ordinance?
3. Does the Proposed Tentative Tract Map meet the requirements of the Carlsbad Subdivision Ordinance and State Subdivision Map Act?
4. Does the design of the proposed apartment project justify the the density requested?
Discussion
Staff believes the requested Faster Plan Amendment is consistent
with the general plan desianation of RME, (10-20 du/ac) for thi: site. As mentioned previously the applicant wishes to build 30(
apartments on Unit B of the Hosp Grove Master Plan. This Mastel
Plan states that IJnit B has an area of 13.8 acres and could havc
a maximum of 275 living units, for a density of up to 19.9 du/ac
A recent survey of Unit J3 in conjunction with the final map for
CT 79-27 revealed that Unit B has an area of 15.9 acres. A 300 unit apartment project on this parcel would result in a density of 18.2 du/ac. This would be in conformance with the general
plan designation of 10-20 du/ac for this site. Therefore, staf recommends approval of the requested master plan amendment.
The proposed tentative map fcr a reversion to acerage of Lots 1-
6, 11 and 12 of CT 79-27 complies with all of the requirements (
the Carlsbad Zofiing and Subdivision Ordinances, as well as the
Subdivision Map Act. The remaining four lots of CT 79-27 will
be developed with 108 condominium units per CP-44 which was
approved concurrently with CT 79-27. The 108 condominiums will
be located on a 12.9 acre site and have a density of 8.4 du/ac
which is in conformance with the general plan designation and
master plan designation for the site.
Staff believes the design of the proposed project and the
amenikies provided justify allowing this project. to he developel at the high end of the density range. The project conforms wit
all requirements of the Carlsbad Zoning Ordinance and exceeds
tf,e requirements for an apartment project. Four large common

recreation areas will be provided. Many of the units will have private balconies or patios with good views. The applicant
intends to apply for Mortqage Revenue Bonds which would require that at least 25% of the units will be available'to persons or
families at low or moderate income.
In conclusion, staff believes the requested Paster Plan Amendment is consistent with the General Plan and the proposed
tentative map complies with all applicable ordinances. In addition, the design of the proposed project justifies the
density requested. Therefore staff recommends approval of MP
1(A)/CT 83-7/PCD 46.
IV, ENVIRONMENTAL PEVIEW
The Land Use Planning Manager has determined that this project will not have a significant effect on the environment and, therefore, has issued a Negative Declaration on May 20, 1983.
