RE D CITY MGb- dTG. 7/19/83 ATTY\I ADMINISTRATION (EDA) JOBS ACT GRANT - RECOM M EN OED ACTION: Authorize staff to apply for a Federal Grant to assist in funding the State Street storm drain project. ITEM EXPLANATION: The Federal Emergency Jobs Appropriation Act, signed by President Reagan on March 24, 1983, included $100 million for publictworks grants. The act provides.grant funds for projects that stimulate: 1) local economic development and, 2) private sector employment. Particular priority will be given to water and sewer improvements for which construction can begin and be completed quickly. The City's downtown storm drain project meets all these requirements. The City is eligible to receive up to 60% of the total construction cost of the project. The latest engineering estimated total cost of construction is $829,000. The City has $397,817 funded in this year's C.I.P. budget. This grant request is for $431,183 to meet the additional cost of construction. FISCAL IMPACT: Total project cost $829,000. The City is eligible for 60% ($432,000) in Federal funds if awarded this grant. $397,817 is presently funded in this year's C.I.P. for this project. D.C. 20230 Ms. Chris Salomone City of Carlsbad 1200 Elm Avenue Carlsbad, CA 92008 Re: City of Carlsbad Dear Ms. Salomone: In response to your inquiry, the June 23, 1983 Economic Development Administration (EDA) has confirmed that your area is qualified 'to apply for a grant under Public Law 98-8 (Emergency Jobs Act). Under this Act, the Economic Development Administration received a $100 million appropriation for public works grants. At least $75 million of this appropriation will be made available to areas which meet targeted criteria. Your area meets the targeted criteria. Your area's 12 month unemployment rate was 9.1 percent and 24 month rate was - 7.9 percent. Criteria sheet(s) to determine your area's grant rate in the table. The grant rates shown on the Public Works Impact Program (PWIP) Project Criteria sheet are proposed rates. They will not become effective until an amendment to EDA's grant rate regulation is published in the Federal Register An application package is enclosed. Before preparing an application, you should review thoroughly all of the enclosed materials. Please pay particular attention to Section D and Section E of the Federal Reqister. Only applications which meet the requirements of material in the package will be approved. The importance of submitting a complete application cannot be over- emphasized;.incomplete or substantially deficient applications will be returned.
