UTL CITY ATTY.�/� - CITY MGR. --7z - RECOMMENDED ACTION: Council approve Resolution No. '7,3Q increasing the per unit rate of water from 470 to 61.50 and modifying (reducing) ready -to -serve fees. ITEM EXPLANATION: Costa Real Municiapl Water District approved a water rate increase at their meeting of August 3, 1983. The District has increased their wholesale rate from $207.00 to $267.89 per acre foot. This charge is 61.50 per water unit (100 cubic feet) and is the same amount they are charging their customers. The unit increase is about 31%, however, staff is recommending that the ready -to -serve charge be reduced to the least charge of the City or the District. This is a reduction of $5.20 to $4.40 for the stand-by charge. These changes (the increase and reduction.) cumulatively result in an increase of about 14% for the average homeowner. The current water rate was approved in January 1980. This recommended rate will result in a uniform rate for retail service for the City and the District retail customers. It is expected that the City will do all billing under our negotiated agreement by January 1984. FISCAL IMPACT: The recommended rates will increase water service costs for an average single family customer from $14.60 to $16.70 or $2.10 per month. This is about a 147. increase. The city customer service operation can be funded completely by the ready -to -serve fees and the District per unit rate can be passed directly to the customer. This will be a uniform rate throughout the City/District area. A comparison of local rates is contained at Exhibit C. EXHIBITS: 1. ✓ Resolution No. 7,3 Zr . 2.� Memorandum from Utilities Director to City Manager. 3.-Rate comparisons for other Districts providing service to Carlsbad residents. bo P 1 RESOLUTION NO. 7328 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD REVISING WATER RATES 3 : AND CHARGES 4 WHEREAS, Section 14.04.030 of the Carlsbad Municipal Code empowers the 5 City Council to, from time to time, by resolution, adopt rules and regulations 6 for the operation and maintenance of the Water Department of the City, and for 7 furnishing water to users, and empowers the Council to, by resolution, modify 8 rates, charges and penalties respecting water service. 9 NOW, THEREFORE, BE IT RESOLVED that the hereinafter stated regulations 10 respecting water rates, charges, billing and related regulations shall become 11 effective immediately upon passage of this resolution. 12 I. Generally. The schedules of rates, compensations, charges and 13 minimum charges as set out in this resolution are fixed and established, as the 14 rates, compensations, charges and minimum charges to be charged and collected 15 by the City for domestic water and water service, except as otherwise 16 specifically provided. 17 II. Water Charges. 18 (a) There shall be a separate monthly water standby charge for each consumer; provided that there shall be only one monthly 3.9 standby charge for each equivalent dwelling unit, each agricultural and industrial consumer, and each institutional 20 consumer as follows: 21 For a 5/8" meter $ 4.40 For a 3/4" meter $ 4.40 22 For a 1 " meter $ 5.45 For a 12 " meter $ 5.90 23 For a 2 " meter $ 6.40 For a 3 " meter $ 12.30 24 For a 4 " meter $ 15.40 For a 6 " meter $ 15.40 25 For a 8 " meter $ 23.70 26 XXX 27 XXX ?8 XXX 4 f 9t r, a 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 r i z (1) When one meter serves multiple dwelling units or multiple equivalent dwelling units, the first unit shall pay the unit rate based on the above schedule and all other units shall pay $2.53 for each additional multiple residential unit, (2) In the event no water is used through the meter or the property becomes vacant, the monthly stand-by charge will be charged to and paid by the owner thereof. (b) The rates to be charged for water supplied in any one month through meters, are as follows: All consumers 61.50/100 cu. ft. (c) All agricultural consumers who meet the Metropolitan Water District Southern California requirements for agricultural consumers receive a pro-rata share of the agricultural rebate the City receives monthly from the Costa Real Municipal Water District. (d) There shall be a monthly charge of five dollars per month for all water connections supplying non -metered water for fire sprinkler purposes. All maintenance or repairs to fire service systems from the water main to the shut off valve shall be apid for by the consumer and shall be charged on the regular water billing. All fire service systems shall be equipped with a meter by-pass which shall be paid for and installed at the consumer's expense. In the event water is served through the fire service system, the City Water Department and the Fire Department shall estimate the amount of water used and the regular charge therefore shall be put on customer's bill and shall be apid by consumer. (e) A monthly fee of one dollar shall be paid for each five rooms in any hotel, rooming house or motel, in which no cooking is allowed. (f) A monthly fee shall be charged for each individual living unit contained in any motor court, motel, hotel, or rooming house or other transient type habitat which allows cooking in rooms in the amount of 700 in addition to other charges established. III. Payment of Bills. All water bills are due and payable at the City fall of the City of Carlsbad upon presentation and are delinquent if not paid )y the 15th of the month following the monthly billing. IV. Meter Reading - Water District. For convenience in the reading of ieters and preparation of water bills, the department is expressly authorized - 2 - J' 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 to divide the City into districts. These dist-ricLs may, from time to time, be revised or changed as necessary or desirable, in order to equalize the work of reading meters and billing. The meters in each district so established shall be read and water bills based on such meter readings, shall be prepared and -ailed to the consum,-:s in each district on approximately the same day of leach r.nd every month, except when Saturdays, Sundays and legal holidays lintervene. V. Bills - Mailing. Unless the applicant for water service directs otherwise, all bills will be mailed to the premises where water service is furnished. VI. Change of Ownership or Occupancy - Notification. It shall be the duty of every person signing an application for water delivery and of every owner of property to which water is delivered to notify the Water Department of any change in the ownership or occupancy of the premises to which the water is to be furnished at least two days prior to such change. Every applicant shall be liable for the water furnished and metered in accordance with the application until the Water Department receives written notice to cancel same and shut off the water, when the applicant's liability shall cease except las to water previous to such notice. Every owner of property is liable for water furnished to any premises he has rented in the event the tenant does not pay the water bill. Water service shall not be given any consumer upon change of address until all delinquent charges owed by the consumer at a former place of residence or business shall be paid. VII. New Accounts - Turning on Water Charge. Regulation of water service; turning on and off of water supply. A three dollar and thirty cents charge will be made by the department for turning on the water supply when requested by the consumer incident to the opening of a new account. VIII. Nonpayment - Service Discontinuance. In the event that any consumer -3- l/ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 1 shall.be delinquent in the payment of his water bill, and such delinquency shall continue for a period of ten days after the final date for payment of .such bill, the department shall have the right forthwith and without notice to discontinue water service to the premises of such delinquent consumer, and water shall not again be supplied to him or to the premises until all delinquent water bills, plus the penalties thereon, and reconnection charges, have been 11 paid. IX. Restoring Service After Discontinuance. Procedures for restoring service after delinquency period. If water service is cut off or discontinued for failure to pay delinquent bills, such service may again be established only in the event the consumer or the applicant for service at such place pays all delinquent bills, charges and penalties, and makes such cash deposit as may be required by the Water Department. When an owner or consumer has been delinquent in his water bills in succession or three times in any one calendar year, he shall be required to deposit a sum equal to an average two months' water bill upon such premises land pays, in addition thereto, the sum of eight dollars and twenty-five cents for turning on the water supply. Thgreupon and not otherwise will water service again be made or established to the premises where the water bill has been delinquent. X. The Rates and Charges established by this resolution shall on their effective day supersede the rates established by Resolution No. 6065. KUNDT , Deputy Cylerk I (SEAL) — 5 — 6 I 83-089 W 123 AUGUST 8, 1983 TO: CITY MANAGER FROM: Director of Utilities REVENUES/EXPENSES, TRANSITION WATER BUDGET I have developed a draft water budget for the Water Department providing only those services outlined in our agreement with CRMWD plus those personnel we will retain as employees until transferred to the District about January 1, 1984. This budget amount is $601,850. I will submit this "transition" budget for Council approval after coordinating with Bill Meadows. It is our intent to fund our customer service operation from the stand-by charges. The volume charge for water will be the same charge as the District sets as the charge to the city. In effect, the District sets the unit charge and the city sets the stand-by charge. Previously, the City and District had different per unit charges. This is recomunended for approval for the rate resolution. This will develop about $498,000 in the city service area and about $208,000 from the district service area or an annual amount of $706,000. Our revenues from stand-by charges thus will be sufficient to cover the costs of operations and salaries for the CRMWD transferees until January, 1984.
