RECOMMENDED ACTION:
Adopt Resolution No. 73.29 amending the Engineering
Department budget, revising the classification description
for Associate Civil Engineer, and authorizing the reclassi- fication of certain positions.

ITEM EXPLANATION :
The City Engineer has reorganized the Engineering Department.
The department was previously divided into two divisions
headed by Principal Civil Engineers - Current Development
and Design/Contracts/Traffic. The revised organization is
established on a project management basis with professional engineers being made responsible for specific projects within given geographical areas of the City. The project engineer
is responsible for seeing that the projects are properly managed and carried out from start to finish.
The existing position classifications were established to
carry out work under the previous organization and do not meet the needs of the revised organization.
The City Engineer is requesting changing one vacant Principal
Civil Engineer position and reclassifying three Assistant Civil
Engineer positions to Associate Civil Engineer positions.
Added to the existing position,with this change the department
will have five Associate Civil Engineer positions to serve as project engineers.
The City Engineer and Personnel Director also recommend that
the classification description for Associate Civil Engineer
be revised to more accurately reflect how the position will be utili zed.
FISCAL IMPACT :
Although the annual personnel budget for the Engineering
Department will increase $12,000, these proposed changes will
not require any additional appropriations this year. Salary
savings from downgrading one position and vacancies will cover
the increased costs caused by upgrading three positions.

ORGANIZATION OF ENGINEERING DEPARTMENT AND RECLASSIFICATION OF
POSITIONS
The purpose of this memo is to trace the evolution of the present
organization of the Engineering Department and to request the
reclassification of four positions to more equitably reflect the
level of work required of the employees to carry out the assigned
work 1 oad .
Prior to February 8, 1983, the Engineering Department was
organized into two groups: Current Development (Richard Allen
and five other people), and Design/Contracts/Traffic (Larry
Dossey and seven other people, plus Kent Whitson - Contract
Traffic Engineer). The total staff included sixteen people in
the following classifications:

After an evaluation of the workload assigned to the Engineering
Department and in an effort to maximize the capabilities of each
member of the staff, the concept of project management was
introduced. Projects were assigned to specific individuals who
were to be responsible for the planning, scheduling, directing,
and controlling of the available resources (usually Contractors)

in completing specifically assigned project goals and objectives
within the dollar budget, on time, and at a high level of quality
of work. This type of organization was aimed at accomplishing
the CIP and at working closely with Client Departments. The memo
establishing this relationship is attached as Tab A.
As the work progressed and project schedules were established, it
became apparent that the numerous engineering problems in the
City could best be coordinated on an area basis. With the
limited staff as authorized and the diverse workload, only the
preliminary engineering and planning operations could be
performed "in-house". The detailed engineering and planning must
be performed by Contractors with the "in-house" staff functioning
in a managerial role. The City was divided into five areas and a
staff engineer assigned as the Area Engineer for each area. The
memo setting this up (dated May 8) is attached as Tab 6.
As an illustration of the diversity of the workload accomplished
by the staff, a breakdown of costs incurred is attached as Tab C.It is significant that 47% of the total effort was devoted to work in support of other departments and of management and
City Council needs. Work on projects account for 30% of the effort, subdivision development about 9% of the effort, and
administrative time (holidays, sick, vacation, etc.) 14%.
In reviewing the job descriptions of Principal Civil Engineer,
Associate Civil Engineer, and Assistant Civil Engineer (Tab D),
it was concluded that the present authorized classifications
inadequately reflect the level of competency required to support
the workload of the Department. The classification of "Assistant Civil Engineer" is too limited to adequately cover the duties required of the staff engineers and it would be uneconomical to use all personnel as "Principal Civil Engineers". Therefore, it was concluded the minimum classification should be nAssociate Civil Engineer". This is classed as the journey level for
professional civil engineering work. These persons are called upon to prepare difficult and complex work requiring professional
civil engineering work experiences involving project management,
working wth private developers, plan review, field inspections,
writing reports, representations at meetings, and supervisory
activities.
A request was made on June 15 to the Assistant City
Manager/Developmental Services to reclassify the engineering
positions in the Engineering Department. This would provide one
Principal Civil Engineer's position and five Associate Civil
Engineers' positions in lieu of the two Principal Civil Engineers' positions, one Associate Civil Engineer's position, and three Assistant Civil Engineers' positions. A copy of that memo is as Tab E.

structure of the professional engineers in the Engineering

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO
CHANGE THE CLASSIFICATION OF ASSOCIATE CIVIL ENGINEER, RECLASSIFY CERTAIN
POSITIONS, AND AMEND THE 1983-84 OPERATING BUDGET,
WHEREAS, the City Manager recommends and the City Council
concurs, that the classification of Associate Civil Engineer
should be changed as it is included in the city's Classification
Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to add classification changes to the description of
Associate Civil Engineer as described in Attachment A, attached.
hereto and made a part thereof.
3. That the City Council authorizes the City Manager to
reclassify incumbent Assistant Civil Engineers to Associate Civil
Engineers, at the discretion of the City Nanager-
4. That the Engineering Department 1983-84 Operating Budget
is hereby amended as shown on Attachment B, attached hereto and
made a part thereof.

DEFINITION
Under general direction, performs field and office civil engineering
work and traffic engineering, involving investigation, design, con-
struction, and maintenance of public works' facilities; supervises
and coordinates public works' projects and performs related civil engineering work as assigned.

This is a journey level for professional civil engineers. applies intensive and diversified knowledge of engineering principles
