ITEM EXPLANATION This item is a request for City Council approval of an annexation of approximately 138 acres of uninhabited land, generally located on the north side of Palomar Airport Road between Interstate 5 and' Palomar Airport. The Local Agency Formation Commission adopted a Resolution of Annexation for this property on June 6, 1983. The reason a public hearing is now being held by the City Council is because when the item was considered by LAFCO the boundaries of the annexation were modified to include the Kelly parcel (refer to location map) to avoid leaving a small unincorporated island that would have been. surrounded by the City. Since the owner of this smaller parcel had not signed the original app,lication for annexation, a public hearing is required before the City can approve the annexation. Staff is not aware of any opposition to this annexation and approval would be consistent with the City's annexation policies. ENVIRONMENTAL REVIEW The Environmental Impact Report for the property, EIR 81-9, was certified by the Council on September 21, 1982. A copy of the environmental documents are on file in the City Clerk's Office. FISCAL IMPACT Theannexat ion of this property will generate additional revenue from property taxes which should offset the cost of providing public services to the site. That upon completion of said annexation all of the property included therein shall be taxed accordingly with the other property within the City of Carlsbad to pay the bonded indebtedness and any and a11 general indebtedness o€ the City of Carlsbad contracted prior to, or existing or outstanding at the time of, the aforesaid proposed annexation of said described property. 6.
