ITEM EXPLANATION:
The Ci rcul ati on P1 an Advisory Committee was appoi nted by the Carl s bad City Council on January 4, 1983. The 11-member committee represents a cross-section of civic interests, including representatives from
the City Counci 1 , Planning Commi ssi on, neighborhood groups , City com- mi ssi ons , and interested citizens .
The Circulation Committee adopted a work program in March, 1983. The work program outlined a process of 18 bi-monthly meetings, commencing on February 4, 1983 and ending in August, 1983. completed 18 meetings, including two public hear ngs. gram provided for extensive background review of State general plan law, circulation/traffic planning, relationship o other general plan documents, growth trends and rates, and similar basic information. All committee meetings have been advertised and made open to the pub- 1 ic. specifically to receive public input regarding Circulation Plan issues. Subsequent to these hearings, the Committee began formulating a draft report to the City Council, subject to public review. draft report was circulated for public comment and review in August,
1983. Following this review period, the Committee held an additional public hearing on August 30, 1983 and finalized its recomnendations to the City Council. The final Committee recommendations should be pres- ented to the City Council and Planning Commission in late September, 1983.
