RECOMMENDED ACTION:
Both the Staff and the Planning Commission reconroend that the City Council
direct the City Attorney's Office to prepare documents APPROVING GPA/LU 83-1,
GPA/LU 83-7/ZC-259, GPA/LU 83-8, and DENYING GPA/LU 83=5/ZC-282/SDP 83-7 and
that the public hearing on CRTs matter be continued to the City Council meeting
of September 27, 1983 for consideration of EIR 83-2/GPA/LU 83-15/ZC-267 (Hunt
Propert ies).
ITEM EXPLANATION
This item consists of five requests for amendments of the Land Use Element of
the General Plan. This is the second of three General Plan Amendment hearings
to be considered by the City Council in 1983. Four of the five requests have
been scheduled for consideration by the Council at the September 20, 1983
meeting. Because of timing on the EIR, the fifth request which is for the Hunt
Properties (EIR 83-2/GPA/LU 83-15/ZC-267) has been scheduled for September 27,
1983. It is recommended that the City Council consider the first four requests
at this time, and then continue the public hearing to September 27, 1983 to
consider and take public testimony on the Hunt Properties request.
Staff and the Planning Commission are recommending approval of four of the five
general plan amendment requests and denial of one (GPA/LU 83-5). A separate
agenda bill has been prepared for each request. The agenda bill for the Hunt
Properties request will be provided to the Council prior to the September 27th
meeting.
The five requests are as follows:
1) GPA/LU 83-1 - Palomar & Company - An amendment to the general plan to change
the land use designation from Extensive Regional Retail (RRE) to Travel
Service (TS) on Avenida Encinas north of Palomar Airport Road.
2) GPA/LU 83-5/ZC-282/SDP 83-7 - Garapich/Nogle & Partners - An amendment to
the general plan to change the land use designation from RMH (Residential
Medium High Density, 10-20 du/ac) to RVH (Residential Very High Density, 30-
40 du/ac), a corresponding zone change from R-3 to RD-H and a site develop-
ment plan to allow 22 apartment units on property located at 3334 Harding
Street.
3) GPA/LU 83-7/ZC-279 - Kelly - An amendment to the General Plan to change the
land use designation from Non-Residential Reserve (NRR) to Planned
Industrial (P-I) and a corresponding zone change from L-C (Limited Control)
to P-M (Planned Industrial) on property located north of Palomar Airport
Road and west of the airport.
4) GPA/LU 83-8 - City of Carlsbad - An amendment to the Land Use Element of the
General Plan to designate school site locations and general service areas in
order to make the general plan consistent with the recently approved school
location plan.

5) EIR 83-2/GPA/LU 83-15/ZC-267 - Hunt Properties - An amendment to the general
plan, a preannexational zone change and certification of an EIR for property
generally located north of Batiquitos Lagoon and on the west side of El
Camino Real south of La Costa Avenue in order to annex portions of the
property to the city and prepare a master development plan.
