GPA/LU 83-8 - CITY OF CARLSBAD DEPT. HD.Jy^fcL_ CITY ATTY CITY MGR. oz oo RECOMMENDED ACTION: Both the Planning Staff and Planning Conmission recommend that the City Council direct the Attorney's Office to prepare documents APPROVING GPA/LU 83-8. ITEM EXPLANATION This item is a result of the computer-based study SCHOOL LOCATION PLAN which concludes that the future school site locations designated on the existing general plan, are outdated and need revision. The plan recommends new school site locations and general "service area" boundaries for each site. In August, 1982, the City Council approved the plan in concept. In April, 1983, the Carlsbad School District approved the plan, and recently, the San Dieguito and Encinitas Districts indicated their general agreement. The San Marcos District withheld judgement pending their own study. This amendment would result in two changes to the general plan. One, the school sites on the land use plan would be modified to reflect those recommended in the SCHOOL LOCATION PLAN (Attachment B, C & D), and two, the land use element text would be amended to include wording regarding service areas and school locations (Attachment A). Since the Planning Commission hearing on this matter, staff has noted that in some cases, service areas overlap school district boundaries, and, as a result, districts which are only partially contained within the city limits (i.e., Encinitas Union, San Dieguito High, and San Marcos Unified) may decide to modify the service areas for their district thereby resulting in the need to modify school site locations. To avoid the situation where a school district changes a site location with no intention for school construction on the site shown on the general plan, staff recommends additional wording to the land use element text as shown on attachment 'A1. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not cause any significant environmental impacts and, therefore, has issued a negative declaration, dated August 9, 1983, which was approved by the Planning Commission on August 24, 1983. A copy of the environmental documents is on file in the Land Use Planning Office. FISCAL IMPACT No fiscal impacts would be created by this amendment. Schools This land use classification represents both existing ORIGINAL proposed school sites necessary to serve the ultimate planning area. The sites are designated as elementary, junior high or high school facilities. Sites delineated on the Land Use Map with precise boundaries represent existing sites and sites shown with a circular symbol represent proposed sites to be confirmed by the respective school districts at time of development. The school locations have been determined by a special study ADDED which re-evaluated the original (1974) locations shown on the AT P.C Land Use Map. The School Location Plan was adopted by the Carlsbad School District in April, 1983. The School Location Plan also designates "service areas" for each of the school locations city-wide. These service areas were identified based on student generation factors, ideal school sizes and maximum travel distance. The "service areas" show the general areas which would provide students for each school location. All school locations and service areas are inter-related. It should be noted that a substantial change in individual school location, or school addition/deletion, would necessitate revision of locations city-wide. NOTE; For those school districts only partially within the ADDED city's sphere of influence where service areas may overlap school AFTER district boundaries (i.e., San Marcos Unified, San Dieguito P.C Unified High, Encinitas Unified) an additional procedure is necessary to confirm specific school locations and service areas as shown on the land use plan map. At the time of development review (subdivision) for an area in which a school site is shown, the affected school district must confirm the location in writing to the city. The confirmation must include the following; 1. Indication of the general similarity of the city school service area to the districts anticipated service area Tor the planned school. 2. Details of the arrangements that have been made by the overlapping school districts which would result in sufficient students to justify the specific location, using criteria established by the City's school location plan. BITES £* SERVICE AREAS STAFF REPORT DATE: August 24, 1983 TO: Planning Commission FROM: Land Use Planning Office SUBJECT: GPA/LU 83-8 - CITY OF CARLSBAD - Request to amend the Land Use Element of the General Plan to revise future school site locations, and to designate general service areas for each location. I. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2167 APPROVING GPA/LU 83-8, based on the findings contained therein. II. PROJECT DESCRIPTION In February, 1982, the City and Carlsbad Unified School District agreed to pursue a computer-based study to re-evaluate the school locations shown on the General Plan. These original locations were adopted in 1974, Changing development patterns indicate that many of the sites have become outdated. The intent of the study was to ultimately amend the Land Use Element to reflect the most appropriate school locations at buildout of the City. The final School Location Plan Study (Attachment E) is a technical report with computer plot maps indicating recommended school locations, each with respective school service areas. The methodology used to arrive at this plan is detailed in the study. In August 1982, the City Council approved the plan in concept, and directed staff to present the plan to effected school districts (those within the City's sphere of influence). In April, 1983, the Carlsbad District's Board of Directors approved the plan. The San Dieguito and Encinitas Districts, in May, 1983, also indicated their concurrence. The San Marcos District has withheld judgement pending their own study. In July, 1983, the City Council directed staff to proceed with a General Plan Amendment (GPA) to modify the existing school locations (including service areas) to those recommended in the plan. The General Plan treats schools as land uses, and locates them on the Land Use Plan Map just as any other governmental, utility, or open space use. In this way, the City, the school districts, and developers know approximately where schools should be at build-out. As the community develops, the ,,.-> facilities can be provided for in the optimum location before it is too late. The School Location Plan recommended here provides updated school site information. The study acknowledges that there are four school districts in town. However, the study was prepared and is applicable as a Citywide plan. Existing district boundaries were not considered in plan methodology. Staff recommends the Commission take action which would result in two changes to the General Plan. One, that school sites on the Land Use Plan Map be modified to reflect those recommended in the School Location Plan; and two, that the Land Use Element Text be amended to include wording regarding service areas for school locations. It should be noted that the sites shown on the plan are general and must be specifically located by the respective school districts through further study. This most likely will be accomplished on a case by case basis as development is being planned. However, the districts may elect to pursue more specific locational analysis as appropriate. The service area boundaries are also general. They are nevertheless essential in that they provide justification, and support for the recommended sites, and can serve to help determine interim service area boundaries prior to buildout. Attachment "A" contains the proposed wording for the revision to the text. Staff would like to emphasize that this proposed GPA is a result of an analytical study, based on the latest factual and projected information. The plan's recommendations have the endorsement of the City Council, and the Carlsbad, San Dieguito, and Encinitas School Districts. Implementation gives the districts the capability of readily justifying sites if questions of need arise. It additionally provides a planning tool for further studies of phasing, expanding, or boundary adjustments. III. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment and, therefore, issued a Negative Declaration on August 5, 1983.
