RECOMMENDED ACTION:
Accept existing half-street improvements on Alga Road from El
Fuerte Street to Melrose Drive and existing half-street
improvements on Melrose Drive from Alga Road to Rancho Santa Fe
Road and direct the Utilities and Maintenance Departments to
commence maintaining these public streets.
ITEM EXPLANATION: I
The Developer on the north side of Alga Road, Anden Group, has completed the construction of required half-street pavementrcurb, gutter, .and sidewalk on the north side of Alga Road. Street trees, median pavement and landscaping, and street lights remain to be done; however, vehicles may safely use the street without these items. These items will be completed prior to the acceptance of the remaining streets in the subdivision.
Condition Number 40 of Planning Commission's Resolution No. 1666
requires Anden,Group to complete all street improvements prior to
the occupancy of any units in Phase I. Inadvertently, occupancy was granted for some units. The City Engineer directed that no
further occupancy shall be granted until the street improvements
are completed. Acceptance of the existing improvements for public
'use and maintanence -- will not alter the requirements of Condition
Number 40.
The Daon Corporation has constructed the western portion of Melrose Drive from Alga Road to Rancho Santa Fe Road. Only the pavement, curb and gutter have been completed at this time since the purpose is to provide access to the area. The remaining improvements will
be completed when development occurs adjacent to the street.
Each of these half-streets has pavement 32 feet wide which is
adequate to safely handle two-way traffic on a temporary basis. The City has encouraged the Developers to install these streets because they provide the long-awaited second access for the North La Costa area.
FISCAL IMPACT:
1. The City will be required to maintain these publicly dedicated
streets.
2. Acceptance of these improvements does not relieve the
Developer of his obligation to complete the streets to City Standards.
3. These streets will save approximately 16 miles per day for 250
school children traveling from Carlsbad to San Marcos
Schools.
