HD. /(.:J CITY ATTYJfii_ CITY MGR.~ ..,._ Staff recommends Council adopt Resolution No. 73s-?, awarding the bid for the ,Brush Chipper to The Randall Co. ITEM EXPLANATION: The 1983-84 Budget includes funds for the purchase of a Brush Chipper for the Parks Department. In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was pub- lished and Request for Bids were made. Four responses were received, opened, witnessed and recorded on September 6, 1983. The lowest bid was submitted by Vermeer, California, 1733 S. Vineyard Avenue, Ontario, California 91761~ in the amount of $13,496.00 plus tax, for a total of $14,305.76. A review of the bid by the Parks Superintendent and Assistant City Manager/~aintenance showed that Vermeer California did not meet specifir-ations. It is the recommendation of th~ Parks 'Superintendent and Assistant City Manayer/Maintenance, that the City purchase the Brush Chipper from the lowest responsive bidder meeting specifications, The Randall Company, 3470 Mt. Diablo Blvd., Suite AlSO, Lafayette, California 94549 in the amount of $13, 770.00, plus tax, for a total of $14,596.20. FISCAL IMPACT: The funds are available in the 1983-84 Budget under Vehicle Maintenance Replacement Account. The Brush Chipper was on the list approved by Council. EXHIBITS: l. All three companies that had bid on the Asplunqh machine meet the approved specifications. The bid submitted by the \Jermeel" CoiiiJ)any does not meet the required specifications in the following areas: 1. It does not have a V-8 engine. This would limit large volumes of material being fed into chipper. 2. The rotor (cylinder), shaft is larger and operates at a higher RPM which causes more noise pollution --an increased safety hazard. 3. The flywheel does not have an emergency flywheel brake which will also shut down the engine. 4. The Vermeer machine does not have a minimum oil pressure and maximum water temperature safety switch. This item will shut down the engine automatically if oil pressure drops or water temperature rises above specified levels. This would save costly maintenance repairs 5. Overall» the option items offered by Vermeer are not clearly spelled out nor do I feel they are equal to the asked for specifications.
