C - Y OF CARLSBAD - AGENkA BILL TITLE: CITY ATP/ AMENDING THE CLASSIFICATION PLAN RECOMMENDED ACTION: City Council adopt Resolution No. 737q . ITEM EXPLANATION: The Personnel Department in concurrence with the Police Depart- ment has revised the classification of Police Officer. The revision identifies that successful completion of a Police Officer Standards and Training (POST) accredited academy is required to become a Police Officer. This is necessary to implement the previous action creating the classification of Police Officer Recruit. This change specifically requires a Police Officer to have a Basic P.O.S.T. Certificate. FISCAL IMPACT: None. EXHIBITS : Resolution No. 737q rev,sing the classification descrip-ion of Police Officer. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7374 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY TO REVISE THE CLASSIFICATION OF POLICE OFFICER. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Police Officer should be included in the city's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to revise the classification of Police Officer as described in Attachment A, attached hereto and made a part thereof. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 18th day of October , 1983, by the following vote, to wit: AYES: Council Mmbers Casler, Wis, Kulchin, Chick and Prescott NOES : None ABSENT: None ATTEST : ALETHA L. RAUTENK (SEAL) (-4.- J J &La&c- MARY H. ,LASLER, Mayor Attachment A POLICE OFFICER DEFINITION Under general supervision, to perform law enforcement and crime prevention work: to control traffic flow and enforce state and local traffic regulations; to perform investigative work; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS This is a.latera.1 entry position or is the position to which an employee hired under the Police Recruit classification is promoted following completion of a POST approved academy. EXAMPLES OF DUTIES Patrol city in radio car or on foot; answer calls for the protec- tion of life and property, and the enforcement of city, county, and state laws; may conduct both preliminary and follow-up investiga- tions of disturbances, prowlers, burglaries, thefts, holdups, vehicle accidents, death, and other criminal incidents. Make arrests as necessary; interview victims, complainants, and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court. Contact and cooperate with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders. Prepare reports of arrests made, investigations conducted, and unusual incidents observed. Serve warrants and subpoenas. While on patrol, stop drivers who are operating vehicles in viola- tion of laws; warn drivers against unlawful practices; issue citations and make arrests as necessary. 'Check buildings for physical security. Receive, search, book, fingerprint, and trans- port prisoners. Direct traffic at fire, special events, and other emergency or congested situations. Administer first aid in emergency situations. As assigned by the Police Chief, participate as an investigative officer in a comprehensive program of adult and juvenile, misde- meanor and felony investigation work. As assigned by the Police Chief, participate as a juvenile divi- sion officer in a comprehensive program involving juvenile deliquency and the investigation of alternative methods for handling juveniles in the criminal justice system. Maintain contact with' citizens regarding potential law enforcement problems and preserve good relationships with the general public. 0 I i Police Officer (cont . ) QUALIFICATIONS Ability to: Observe accurately and remember names, faces, numbers, incidents, and places. Use and care of firearms. Think and act quickly in emergencies, and judge situations and people accurately. Learn, understand, and interpret laws and regulations. Prepare accurate and grammatically correct written reports. Learn standard broadcasting procedures of a police radio system. Establish and maintain cooperative working relationships with those contacted in the course of work. Understand and carry out oral and written directions. Meet standards of physical stature, endurance, and agility - established by the city. Experience and Education Any combination equivalent to experience and education that could likely provide the required abilities is qualifying. A typical way to obtain these abilities would be graduation from high school or equivalent and successful completion of a POST certified academy. Necessary Special Requirement Possession of an appropriate California driver's license. Successful completion of a POST certified academy.
