I. REC@MI?EMDATION It .is recommended that the Planning Commission APPROVE Resolution No. 2184, recommending to the City Council CERTIFICATION of EIR 83-3. It is also recormended that th.e Planning Commission ADOPT Resolution No. 2185 APPROVIRG SUP-2 and Resolution No. 2136 recommending APPROVAL of CT 83-4/CP-; to the City Council based on the findings and subject to the conditions contained therein. 11. PROJECT DESCRIPTION AND PAST HIST0R.Y The applicant is requesting certification of an Environnenta: Impact Report .and approval of a 140 unit tentative tract map/condominium permit and special use permit located as described above. The project will be located on a 1rJ e 15 acrc parcel which is a portion of the 2C acre development known 8: Windsong Cove/Shores proyiect, The proposed project, in conjunction with the existing development, would result in ar ovverall density of 18 dwelling units per acre. This densit: in conformance with the General Plan designation of 10-20 du, for this site. The subject property consists of a long rectangular parcel a: the north shore of Aqua Hedionda Lagoon between Interstate 5 the AT & SF Railroad. Developent will be concentrated on tl flat, previously graded upper por.tion of the property. The property immediately to the north of the subject property is occupied by condominiums constructed by the applicant. The proposed project will consi.st of six three story buildin! that will meander in and out towards the edge of the bluff. unit will be within 25 feet of the edge of the bluff and somc units will he setback over 100 feet from the edge of the blul Units closest to the bluff have been reduced in heiqht to crf the proposed project will be provided in an underground park: garage. None of the proposed buildings will exceed a height 35 feet. a stepping effect. All of the resident and visitor parkinq : *e 0 Access. to the proposed project will. be from the existing pril driveway system in the Windsong Cove project, Harbor Drive 1 mot be used to provide vehicular access to this project, A Special Use Permit, is being requested because the subject property is within the Agua Hedionda Specific Plan. This pl( requires that all r,ew development in the plan area be subjec. the'provisions of the Carlsbad Scenic Preservation Overlay Z( -This zone requires that a special use permit be issued for development. The proposed project will be the last phase of a multi-phase project that was prev, icusly known as Papagayo (now Windsong Cove). The Papagayo project was first proposed in 1972. Si1 that time it has gone through several revisions, Previous C approvals would have allowed the applicant to grade and deve: down to the edge of Agua Hedionda Lagoon. These plans were denied by the Coastal Commission. The applicant has reduced number of units and revised his plans in an attempt to conpl; with the Agua Bedionda Specific Plan. 111. EIR 83-3 Major Iinpacts I. Traffic Circulation The proposed project will generate approximately 12( average daily trips. This traffic will contribute i the need for a traffic signal at the intersection oj Jefferson. Street and Tamarack Avenue. One of the conditicns of approval for the applicant's previous warranted. Improvement of Chinquapin A.venue with tii project that is presently under construction will Jefferson Street, project requires that he install this light when it , accornodate traffic on Chinquapin Avenue west of 2 , Archaeology Development of the project will destroy a significar archaeological site. This loss is miticated by a tentative map condition requiring a detailed excavaf and evaluation of the site. 3. Noise I Some.of the units closest to Interstate 5 and the A7 SF Railroad will be exposed to noise levels in excet -.. of 65 CNEL. This can be mitigated by providing noi: barriers on patio's and decks ani! providing the necessary insulation for the residences to ensure compliance with the State of California interior no] level standard of 45 CNEL. -2- b .e 0 4. Visual Resources , The proposed buildings will have a significant effect on visual resources due to their large scale and mass (35 foot high, relatively unbroken stractures visible from Interstate 5) and since they are located on a bluff, The applicant has oriented the buildings to project in and out from the edge of the bluff and reduced the heiqht of the units that are closest to tk- bluff Is edge. Heavy landscaping will be provided alor the bluff to further mitigate any visual impacts created by the buildings, Staff feels that EIR 83-3 was prepared in accordance with the California Environmental Quality Act and has adequately identified and discussed the environmental' impacts. For these reasons, s.taff is recommending Certification of EIR 83-3. IV. ANALYSIS - CT 83-4/CP-227 Planning Issue ' 1. Does the project meet the development standards and design criteria of the Planned Development Ordinance? Discussion Development Standards As proposed, this project rrieets or exceeds all of the development standards of the Planned Development Ordinance. A: of the resident and visitor parking will be provided in an underground parking garage. All units will have two assigned . parking spaces within 150 feet of the unit, Access to the garage will be obtained from a card operated gate and a call box. Individual storage lockers will be provided in storage areas located within the parking garages, Three common recreation areas will be provided with swimming pools and spas. Each unit will have at least one large deck a] many will have two decks. All other development standards of the Planned Development Ordinance are met by this ordinance. I Design Criteria As..proposed, this project conforms with the design criteria of the Planned Development Ordinance. The long linear shape of tl buildable portion of the property strongly influenced the desic of the project. As nentioned previously, the applicant has oriented the buildings in and out from the. edge of the bluff ai stepped the units back to create an interesting appearance. Most of the units will have views of the lauoon and ocean. -3- 4P e The 'common recreation areas are centrally located and easily . accessible to all of the units. Large planter islands will be constructed in the underground parking garage to provide light and ventilation, while breaking up the garage's sterile appearance. Textured concrete will be utilized at the entrancf ' eo khe garages. Overall, staff believes this project meets all the design criteria of the Planned Development Ordinance. V. ANALYSIS - SUP-8 Planning Issue 1. Does the proposed project conform with the goals of t: Agua Hedionda Specific Plan?
