RECOMMENDED ACTION:
Adopt Resolution No. %% 3 authorizing staff to submit an application for the
grant.
ITEM EXPLANATION:
Public libraries are eligible to apply for funds under the Library Services and
Construction Act (LSCA) to initiate a major adult literacy campaign in California
in 1984. The State Library has committed $2.5 million in LSCA funds for this
project so that public libraries and their communities can strengthen their ability
to address the problem of adult illiteracy. The project will run from January 1 i through September 30, 1984.
Estimates, both nationally and in California, indicate that at least twenty percent
of all adults over sixteen are unable to read well enough to function adequately
in our society. The problem is one which adds increasingly to crime, welfare, and
unemployment and which impacts adversely on the local community, its citizens,
workers, consumers, and families.
Recognizing that a greater benefit could be obtained by establishing a coalition
with Oceanside and Vista Libraries and local community agencies, a joint proposal
will be submitted for the Tri-City area. Meetings have been held with representatives
of area libraries as well as with local officials of Laubach Literacy Action,
Literacy Volunteers of America, and Mira Costa College to determine the scope of
their involvement and how such a program would benefit the adult new reader.
Since Carlsbad has acted as the lead agency in submitting the proposal, Carlsbad
would serve as the fiscal agent for the grant.
FISCAL IMPACT:
The estimated budget for the project is $96,660. Some staff time will be required
initially to prepare the application. No additional City funds or staff will be
needed once the project begins, since a full-time coordinator will be hired to
direct all activities.

Statement of need and project goals:
NEED: To improve the quantity and quality of literacy programs in the Tri-City
area of North San Diego County.
GOALS: 1) To reach prospective adult new readers.
2) To train more volunteer tutors and to establish more learning centers.
3) To provide adequate collections for adult new readers, tutors, and
trainers in libraries and resources centers.
Objectives to be accomplished:
1) To add 100 new students, 25 tutors, 3 trainers, and 3 literacy centers by the
end of the project.
2) To establish collections of at least 500 new boo;:s and 20 audio cassettes in
each participating library. (Carlsbad, Oceanside, Vista Branch of the San
Diego County Library).
3) To hire an experienced professional to coordinate the activities of a coalition
of service providers.
4) To provide a Tri-City resource center for administration and for storage of
tutor training materials.
5) To publicize the availability of resources and instruction through regular radio
and TV announcements and the production of flyers, posters, and brochures for
distribution to appropriate referral points.

13. Activities and evaluation:

service providers in the Tri-City area, (Carlsbad, Oceanside and Vista Branch
of the San Diego County Library), including trainers, administrators of Literacy
Volunteers of America and Laubach Literacy Action, and representatives of area
libraries,, schools, and colleges. The need for publicity and general public
awareness will be essential to the success of the project. Every effort will be
made to identify potential adult new readers and to determine their needs. The
news media, personal contacts, posters, 'flyers, and referrals from public service
agencies and other organizations will all be used. In addition, information
workshops will be made available to schools, colleges, service and social clubs,
and any other publ4c forums. Special programs and publicity will be produced to
observe World Literacy Month. The coordinator will promote an increase in the
training of tutors at more locations and will supervise the selection and
organization of resource materials to be placed in area libraries and training
centers. New tutoring centers will be established to handle the expected increase
in students. Basing adult new reader collections in the three public libraries
has the advantage of providing direct access to general library resources as the
reader's skills increase. Key library staff will be used to assist in this
'transition and will attend a generall workshop to become familiar with the special
needs of the adult new reader. Materials placed in the libraries will be in 'a
fi variety of formats, skill levels, and subjects and will be displayed and promoted
i to appeal to a variety of potential users.
To evaluate the project's effectiveness, two basic techniques will be used:
1) all materials placed in the new reader collections will be entered into the
Oceanside/Carlsbad computerized circulation control system under a single
statistical category. All materials circulated can then be compared month by
month over a period of time to evaluate levels of use; and 2) all other objectives
listed will be measured and analyzed to determine the project's success in meeting
stated targets.
This project supports the State Long Range Program by 'joining public libraries
and existing literacy efforts in a permanent community -based coalition to combat

RESOLUTION NO. 7389
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING STAFF TO SUBMIT A LITERACY GRANT
APPLICATION.
WHEREAS, the City Council of the City of Carlsbad, California recognizes
the need to wage a campaign to combat adult illiteracy to the maximum degree; and
WHEREAS the Carlsbad City Library, in conjunction with the Oceanside
Public Library and Vista Branch of the San Diego County Library, wishes to submit
an application for a literacy grant made available under the Library Services
and Construction Act (LSCA);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That staff is hereby authorized and directed to submit said
application.
