HD. f{~ CITY ATTY VF6 CITY MGR.~· RECOMMENDED ACTION: Staff recommends Council adopt Resolution No, 7J9-J/. rejecting all bids for the Mobile Intensive Care Unit authorizing the Purchasing Officer to invite bids for on revised specifications. ITEM EX PLANA TI ON ' ambulance and the ambulance The 1983--84 P. udget includes funds for the purchase of a Mobile Intensive Care Unit ambulance for the Fire Department Paramedic Program. Specifications for the ambulance were developed by personnel in the , Fire Department, and in accordance with Section 3,28.120 of the Municipal Code, Notice to Bidders was published and Request for Bids was made, Three responses were received, opened, witnessed and recorded on October 14, 1983. Following tha bid opening, the bids were reviewed by members of the staff of the Fire Department. During the review process, it was discovered the specified C-6 transmission when combined with a Jiesel engine in a modular E.:!llbulance has not been :.n the field long-enough to have a proven track record. Since the ambulance will be the only unit in service for an estimated five years, it would be inappropriate to accept a design that has not been tried, tested and proven to be reliable. Therefore, it is recommended all bids should be rejected and new bids ~equested, using revised specifications. FISCAL IMPACT The revised specifications will call for a gasoline engine, rather than a diesel engine, and should result in a reduction in cost of approximately $2,000.00, EXHIBITS Resolution No. 73':t. NOTE; The Fire Chief concurs in this recommendation, - I 1 2 3 ~ RESOLUTION NO. 7394 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REJECTING ALL BIDS FOR A MOBILE INTENSIVE CARE UNIT AMBULANCE, AND AUTHORIZING THE PURCHASING OFFICER TO REVISE THE SPECIFICATIONS AND TO INVITE BIDS FOR A MOBILE INTENSIVE CARE UNIT AMBULANCE. WHER~AS, the City Council of the City of Carlsbad, California 4 has determined it is necessary and in the public interest to 5 acquire a Mobile Intensive Care Unit ambulance: and 6 WHEREAS, bids have been received by the City of Carlsbad for a 7 Mobile Intensive Care Unit ambulance: and 8 WHEREAS, the specifications for said Mobile Intensive Care Unit 9 ambulance were unsuitable1 and 10 WHEREAS, the City Council has determined that the public 11 interest requires the Council to exercise its descretion under 12 Section 3.28.120 of the Carlsbad Municipal Code and reject all 13 bids. 14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City l5 of Carlsbad as follows: 16 17 18 19 20 21 22 23 24 25 26 27 28 1 • 2. 3. 4. That the above recitations are true and correct. That the bids for the Mobile Intensive care Unit ambulance are hereby rejected.
