ENG RECOMMENDED ACTION: TITLE AUTHORITY TO ADVERTISE FOR BIDS AND TRANSFER FUNDS FOR COASTAL STORM DRAINS - PROJECT N0.3158 Adopt Resolution No. 7c3?3- approving plans and specifications, authorizing the City Clerk to advertise for bids, and approving a fund transfer for Coastal Storm Drains. ITEM EXPLANATION: The Maintenance Department has requested repairs be made to four (4) storm drains along the coast: 1. One at Tierra Del Oro, where a failed storm pipe is eroding the bluff. 2. One dt Ocean Street and Christiansen Way, where the storm pipe is threatening to undermine a concrete seawall. 3. One between Beech and Cypress Avenues to correct flooding on Ocean Street. 4. One at the north end of Ocean Street, where the storm pipe is presently undermining a concrete seawall. None of these storm drains were put on the Capital Improvement Project List because they are all fairly recent failures. FISCAL IMPACT: The Engineer's Estimate for completion of this work is as follows: Engineering Consultant $ 7,200 Testing and Inspection $ 750 Staff Engineering $ 700 Construction $78,000 TOTAL $86,650 There are no funds currently budgeted for this project, therefore the total $86,650 should be appropriated from the unreserved fund balance of the General Capital Construction fund. This balance is currently estimated to be about $464,000 after all 82-83 audit adjustments. This appropriation would reduce this balance to about $377,000. This appropriation does not seriously effect the position of the fund although council should be aware that the appropriation of these funds reduce the amount available to finance other Capital projects in the future. CAgER, Mayor ATTEST: (SEAL) 5- RECEIVED OCTOBER 18, 1983 TO : CITY COUNCIL CITY OF CAHLSkMU Developmental Services FROM: Engineering Department COASTAL STORM DRAINS (PROJECT NO. 3158) The Coastal Storm Drain Project is necessary to correct flooding problems and prevent erosion and damage to private property. The storm drain on Tierra Del Oro is made of corragated metal, which has rusted away. It has caused serious erosion to the bluff and threatens to erode the rear properties of the land it passes between. This storm drain is publicly owned and maintained by the City. The storm drain at Ocean Street and Christiansen Way is also threatening private property as well as a public access stairway. During last winter's storms, a section of the storm drain was washed away. The outlet to the drain now is so close to the public access stairway and private seawall that is undermining both and threatening serious damage to them. There have been reports of flooding on Ocean Street between Beech and Cypress Avenues. An existing eight-inch storm drain is inadequate to handle the amount of water accumulating in the area. The existing storm drain is owned and maintained by the City to drain Ocean Street in that area. The storm drain at the north end of Ocean Street has broken in several locations and is undermining an existing seawall. This storm drain runs between a public access stairway and the seawall. The drain has a large visible hole in it near its outlet under the seawall. This hole threatens to do immediate damage to the seawall. All four of these drains were requested for repairs by the Maintenance Department. They were not a part of the C.I.P. but pose imminent damage to private property and a potential for law suits because of that damage.
