CONTINUANCE OF PUBLIC HEARING FOR NUISANCE ABATEMENT
CHAPPEE AUTO WRECKING
Staff has recently received word that Mr. Chappee is running into
difficulty in completing the clean-up of his wrecking yard within
the agreed-upon 6 months. This time period would be up on
November 30. Staff has been informed that extensive water
drainage has flooded much of the wrecking yard property. This is
a result of drainage from the lakes within Lakeshore Gardens
Mobile Home Park. Staff has inspected the area and it was found
that flooding has indeed occurred within the wrecking compound.
The drainage course from the mobile home park flows directly
through the yard.
The result of this flooding is that much of the ground is
saturated, and the heavy equipment used to pick up auto bodies
gets stuck. Mr. Chappee indicates this has slowed him
considerably. I sent Mr. Chappee a letter (attached) asking for
written information on the matter. We have not, as yet, received
a reply. It is staff's opinion that Mr. Chappee is making
progress. Field checks of the site are made several times per
week and he is virtually always working on the clean-up. We
recommend that the public hearing for nuisance abatement be
continued until December 6, and that Mr. Chappee be allowed some
extra time to complete the job, not to exceed two extra months.

We understand that you will have some difficulty in completing
the clean-up of your wrecking yard within the 6-month period. We
recognize that it is a very big job. For us to request the City
Council to grant an extension of time, however, we will need a
written letter from you or your attorney, stating the reason you
need more time, and how much additional time you need. Please
send this information as soon as possible.
