ITEM EXPLANATION: -
This report summarizes the advisory recommendations of the Carlsbad Circulation Plan
Advisory Committee regarding revisions to the General Plan Circulation Element. The
ten-member committee was appointed by the City Council on January 1, 1983, and was
charged with reviewing the City's Circulation consultants' (Willdan) report, regar-
ding revisions to the Circulation Element. The Committee has held 22 advertised pub-
lic meetings, including three public hearings, to review circulation and general plan
issues, receive public input and formulate their advisory recommendations to the City Council. circulation issues, and a final public hearing to receive public comment on the draft advisory report.
Tonight's workshop is intended to be a briefing for the City Council of the Circulation Committee's findings and recommendations on the Willdan report. aged on the Circulation Committee's recommendations.
After consideration of the Circulation Committee's findings and recommendations, the City Council may use the report as a basis to initiate an amendment to the Circulation Element of the General Plan. A Resolution of Intention is attached which, when adopted by the City Council, will initiate an amendment to the Circulation Element. The Planning Commission would then hold the proper hearings and environmental review before forwarding their recommendations to the City Council for final action.

FISCAL IMPACT:
There have been 22 meetings of the Circulation Plan Advisory Committee. $30,000 have been expended on material , supplies and staff time.

This report is classified as a planning study by CEQA, therefore, no environmental review is necessary.

RESOLUTION OF INTENTION NO. 7402
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD CALIFORNIA DECLARING ITS INTENTION TO CONSIDER REVISING THE CIRCULATION ELEMENT OF THE CARLSBAD GENERAL PLAN
WHEREAS, the Circulation Element of the General Plan was adopted in
1975, and
WHEREAS, significant revisions to the City's Land Use, Parks and
Recreation, Housing and other components of the General Plan have occurred, and
WHEREAS, other factors whi ch impact the Ci rcul ation P1 an , i ncl uding
changing demographics , the approval of large scale master planned residential/
industrial projects, and increased development both in and adjacent to
Carl s bad ; and
WHEREAS, the City hired Willdan and Associates, a private traffic
consulting firm, to review the Circulation Element in recognition of the above
mentioned impact; and
WHEREAS, the City Council appointed a Circulation Plan Advisory
Committee to review the Willdan Study and prepare their recommendations on
Circulation Element revisions;
THEREFORE, the City Counci 1 decl ares its intenti on to consider
revising the Circulation Element of the Carlsbad General Plan as described in
Chapter 21.52 Amendments of the Carlsbad Municipal Code by referring this
matter to the Carlsbad Planning Comissi on for the appropriate hearing and
recomnendations. adjourned
