Review and discuss the Circulation Plan Report. 2. of the Carlsbad General Plan. dlcl03- Adopt Resolution of Intention'to initiate an amendment to the Circulation Element ITEM EXPLANATION: - This report summarizes the advisory recommendations of the Carlsbad Circulation Plan Advisory Committee regarding revisions to the General Plan Circulation Element. The ten-member committee was appointed by the City Council on January 1, 1983, and was charged with reviewing the City's Circulation consultants' (Willdan) report, regar- ding revisions to the Circulation Element. The Committee has held 22 advertised pub- lic meetings, including three public hearings, to review circulation and general plan issues, receive public input and formulate their advisory recommendations to the City Council. circulation issues, and a final public hearing to receive public comment on the draft advisory report. The Planning Commission would then hold the proper hearings and environmental review before forwarding their recommendations to the City Council for final action.
