WORKERS
The City of Carlsbad employs a number of volunteers who work without compensation as Reserve Police Officers. Under the
provisions of Chapter 10, Division 4, Part 1 of the Labor
Code, these Reserve Police Officers are considered to be
Disaster Service Workers. Having been declared and regis-
tered as Disaster Service Workers, any injuries which result
from their employment as Reserve Police Officers can be
compensated for workers’ compensation purposes by the
State Compensation Insurance Fund as opposed to the city
absorbing the cost as a self-insured entity.

The fiscal impact of implementing this is unpredictable at this time and is dependent upon the number of work related injuries
incurred by Reserve Police Officers.
