Vl^t CITY ATTYjsjSj CITY MGR.ff^^" RECOMMENDED ACTION: It is recommended that the City Council direct the City Attorney's Office to prepare documents APPROVING GPVLU 83-2/ZC-281 (Roberts Group), GPVLU 83-3 (Calavera Hills), GPA/LU 83-11 (County of San Diego), GPA/LU 70-(C)/ZC-291 (Cal Communities), and DENYING GPA/LU 83-9/ZC-285 (Truitt), GPA/LU 83-13/ZC-287/ MP-2(A)/SP-23(D)/SDP 83-8 (Koblentz), and GPVLU 70(A)/ZC-276 (Alanda). ITEM EXPLANATION This item consists of seven requests for amendments of the land use element of the general plan. This is the third and final general plan amendment hearing to be held by the City Council in 1983. The Planning Commission is recommending approval of two of the requests as sub- mitted (GPVLU 83-3 and GPVLU 83-11), two in part or as modified by the Com- mission (GPVLU 83-2 and GPVLU 70-(C)) and denial of three of the requests (GPVLU 83-9, GPA/LU 83-13 and GPVLU 70(A)). A separate agenda bill has been prepared for each request. Also, at the City Council meeting, staff will present an overview of all the general plan amendment requests. The seven requests are as follows: 1) EIR 83-5/GPVLU 70-(A)/ZC-276 - ALANDA - An environmental impact report, an amendment to the general plan to change the land use designation from RM (4- 10 du/acre) to RMH (10-20 du/acre) and a corresponding zone change on property on the northwest corner of El Camino Real of the future alignment of Elm Avenue. 2) EIR 83-4/GPVLU 70(C)/ZC-291 - CAL COMMUNITIES - An environmental impact report, an amendment to the general plan to change land use designations, an amendment to the Agua Hedionda Local Coastal Plan and a corresponding zone change on 433 acres of property generally located between the easterly portion of Agua Hedionda Lagoon and El Camino Real. 3) EIR 83-7/GPVLU 83-2/ZC-281 - ROBERTS GROUP - An environmental iitpact report, an amendment to the land use element of the general plan from RM (4- 10 du/acre) to RH (10-20 du/acre) and a corresponding zone change on property located immediately south of Palomar Airport Business Park and 1500 feet west of El Camino Real. 4) GPVLU 83-3 - CALAVERA HILLS - An amendment to the general plan to change densities, park sites and open space areas within the Calavera Hills Master Plan Area. 5) GPVLU 83-9/ZC-285 - TRUITT - An amendment to the general plan to change the land use designation from RLM (0-4 du/acre) to RH (20-30 du/acre) and a corresponding zone change from R-1 to R-3 on property on the south side of Tamarack Avenue immediately east of the AT&SF Railroad. Page 2 of Agenda Bill No. 75~6> 7 6) GPA/LU 83-11 - COUNTY OF SAN DIEGO - An amendment to the general plan to redesignate area east of El Camino Real and north of Palomar Airport Road to Planned Industrial, Residential and Open Space. 7) GPA/LU 83-13/ZC-287/MP-2(A)/SP-23(D)/SDP 83-8 - KOBLENTZ - An amendment to the general plan to change the land use designation from RM (4-10 du/acre) to RMH (10-20 du/acre)f a request to delete MP-2 and SP-23, a corresponding zone change from P-C to RDM(Q) and a site development plan for 150 apart- ment units on the west side of Paseo del Norte north of Alta Mira.
