RECOMMENDED ACTION:
Both the Land Use Planning staff and Planning Commission recommend that this
application be APPROVED and that the City Council direct the City Attorney's
Office to prepare documents APPROVING GPA/LU 83-3.
ITEM EXPLANATION
This item is a request for a general plan amendment to accomplish the following
changes:
1) Incorporate previously approved changes to the Calavera Hills
Master Plan which are not presently shown on the general plan such
as the location of the open space area in the central portion of
the plan;
2) Increase the density of the central core area of the master plan
by allowing an additional 500 units as a tradeoff for
redesignating a proposed commercial area to open space to provide
a larger community park site;
3) Eliminate three small neighborhood parks and add a 8.68 acre open
space area next to an existing 8 acre park site to provide for a
total 16.68 acre community park site; and
4) Adjust open space boundary lines to retain steeper slopes as open
space and flatter sites as developable areas.
Staff believes the amendment will allow for more site sensitive development in
the Calavera Hills Master Plan. Also, staff believes the increased density is
an adequate tradeoff for the designation of an 16.68 acre community park site
in the central portion of the property.
Through staff review and Planning Commission hearing, all issues on this matter
have been satisfactorily resolved.
ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project will not cause
any significant environmental impacts and, therefore, has issued a Negative
Declaration, dated July 12, 1983, which was approved by the Planning Commission
on October 12, 1983. A copy of the environmental documents is on file in the
Land Use Planning Office.
FISCAL IMPACTS
Approval of this general plan amendment will not create any fiscal impacts.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT
TO THE LAND USE ELEMENT OF THE GENERAL PLAN TO CHANGE LAND
USE DENSITIES, PARK SITES AND OPEN SPACE AREAS WITHIN THE
CALAVERA HILLS MASTER PLAN.

6 WHEREAS, a verified application for an amendment to the
7 General Plan designation for certain property located, as shown on
8 ,Exhibit "A", dated September 26, 1983, attached and incorporated

herein, have been filed with the Planning Commission; and
10 WHEREAS, said verified applications constitute a request
for amendment as provided in Title 21 of the Carlsbad Municipal
12 Code; and
13 WHEREAS, the Planning Commission did, on the 12th day of
14 October, 1983, hold a duly noticed public hearing as prescribed by
15 law to consider said request;
16 WHEREAS, at said public hearing, upon hearing and
17 considering all testimony and arguments, if any, of all persons
18 desiring to be heard, said Commission considered all factors
19 relating to the General Plan Amendment.
20 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
21 Commission of the City of Carlsbad, as follows:
A) That the above recitations are true and correct.
B) That in view of the findings made and considering the
applicable law, the decision of the Planning Commission is to
recommend APPROVAL of GPA/LU 83-3, as shown on Exhibit "A",
dated September 26, 1983.
Findings;
1 . The site is physically suitable for the type and density of
the development since the site is adequate in size and
shape to accommodate residential development at the density
proposed for the reasons stated in the staff report.

2. Uses allowed in the proposed residential and open space
designations are compatible with the existing and future

a) Sewer service is not required for these projects and
subsequent development of the property will require the
availability of sewer service to serve such
inclusion of an appropriate condition to pay a public
facilities fee. Performance of that contract and
payment of the fee will enable this body to find that
public facilities will be available concurrent with need
as required by the general plan.
4. This project will not cause any significant environmental
impacts and a Negative Declaration has been issued by the
Land Use Planning Manager on July 12, 1983, and approved by
the Planning Commission on October 12, 1983.

SUBJECT: GPA/LU 83-3 - CALAVERA HILLS CO. - Request to amend the
General Plan to change densities, park sites and open
space area within the Calavera Hills Master Plan area.
I. RECOMMENDATION
It is recommended that the Planning Commission APPROVE the
Negative Declaration issued by the Land Use Planning Manager and
ADOPT Resolution No. 2190 recommending APPROVAL of GPA/LU 83-3
to the City Council based on the findings contained therein.
II. PROJECT DESCRIPTION
The applicant is requesting an amendment to the land use element
of the general plan as shown on Exhibit "A". The existing
General Plan designations for the subject property are shown on
Exhibit "B". The first effect of the proposed amendment will be
an increase in density in the central core of the master plan
area.
This amendment will also eliminate several small, neighborhood
parks and allow for the creation of a larger, centrally located
community park. A third result will be to change the location
of open space areas to more closely reflect the existing
topography and proposed development in the area. This amendment
will also bring the land use designations of the General Plan
into conformance with previously approved changes to the
Calavera Hills Master Plan.
All of the land involved in this general plan amendment is
vacant at the present time. Staff and the applicant are working
on a comprehensive master plan amendment that will implement the
proposed general plan amendment.
III. ANALYSIS
Planning Issues
1. Are the proposed land use changes appropriate for
the site?
2. Would the proposed general plan amendment
adversely impact the surroundinj properties?
DISCUSSION
Staff believes the proposed general plan amendment is appropriate
for the Calavera Hills Master Plan area. As mentioned
previously, this amendment will facilitate a number of changes
First, it will show previously approved changes to the Calavera
Hills Master Plan that are presently not reflected by the General
Plan, such as the location of of open space areas and the site of
a sewer treatment plant.
The proposed amendment will increase the density in the central
core of the Master Plan area. This will be accomplished by
expanding the amount of area designated RMH, 10-20 du/ac and
changing the designation of approximately 20 acres from RLM (0-4
du's/ac) to RM (4-10 du's/ac). This would allow approximately
500 additional units within this portion of the Calavera Hills
Master Plan area. The proposed increase in density in the
central core of the master plan area should not have any adverse
impacts on providing public services and facilities, since the
necessary infrastructure to handle the proposed density will be
designed into the projects.
The increased density in the central core of the master plan
area is being requested as a trade-off for the conversion of
approximately 8.68 acres of commercially designated property to
a park site. This property is located at the southeast corner
of the intersection of Elm Avenue and Tamarack Avenue. The
property being considered is one of the flatter portions of the
Calavera Hills Master Plan and could easily be incorporated into
the existing 8 acre park site to the south.
The proposed general plan amendment will eliminate three small
neighborhood parks and designate a 16.68 acre centrally located
community park in the core of the master plan area. This is in
keeping with the present city policy of attempting to obtain
large community parks, rather than small neighborhood parks.
Two of the three neighborhood park sites will be developed for
residential purposes at a density of 0-4 du/ac. The other park
site will be left as an open space area. The development of
these two sites in addition to the abandoned school site in the
southwest corner could result in approximately 80 additional
units within the Master Plan area.
Although the proposed general plan amendment would allow up to
approximately 600 additional units within the Calavera Hills
Master Plan area, there will be no reduction in the overall
amount of open space. In fact, the proposed amendment will
result in an overall increase in the amount of open space within
the Calavera Hills Master Plan area. This will occur because
development will be clustered on the flatter, more buildable
portions of the property while the steeper hillsides and canyons
will be left in their natural state.

The proposed general plan amendment will not adversely impact any
of the surrounding properties. As proposed,, this amendment will
result in an increase in the amount of open space in the vicinity
of the existing units. The increased density in the central core
will not adversely impact any existing development, because it
will be separated from these areas by open space areas.
Tamarack, Elm and College Avenues will be constructed prior to or
concurrently with the central core area and will be able to
handle the additional traffic generated by this area without
adversely impacting the existing neighborhoods.
Staff and the applicant are working on a comprehensive amendment
to the Calavera Hills Master Plan. This amendment will reflect
the general plan amendment that is being considered at this
meeting. The master plan amendment will also bring the Calavera
Hills Master Plan into conformance with present city policies
and current development trends. This amendment should be ready
for Planning Commission consideration before the end of this
year.
In conclusion staff believes the proposed amendment to the
General Plan is appropriate for the site and will not adversely
impact the surrounding properties, therefore, recommends
approval of MP-150(F).
IV. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that approval of
GPA/LU 83-3 will not have a significant impact on the
environment and, therefore, has issued a Negative Declaration on
July 12, 1983.
