for Tenth Year Community Development Block Grant funding. ($216,000)
ITEM EXPLANATION
At its meeting of August 4, 1981, City Council took action noticing
the County of San Diego that it desired to participate in the Urban
County's Eighth, Ninth and Tenth Year Block Grant application. This
is the Tenth Year Block Grant project selection. The City Will receive
approximately $216,000 for projects.
In September, staff held two public meetings to gather input from
citizens. City departments were asked to submit: project requests.
The following projects were submitted for consideration under the loth
Year Community Development Block Grant allocation. Council is asked to
select projects for funding.

TENTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT REQUESTS
RECOMMENDATION:
Staff concurs with the Housing and Redevelopment Advisory Committee's
recommendations of October 31, 1983. They recommend priority be given
to the following projects: 1) Boys and Girls Club renovation; 2)
Paving Washington Street from Elm to Oak with adjacent parking area;
and 3) Street improvements on State and Grand Avenues.
BACKGROUND:
At its meeting on August 4, 1981, the City Council took action notifying
the County of San Diego of its desire to participate in the Urban
County's Federal Community Development Block Grant application. A
three year cooperation agreement was executed with the County for
eighth, ninth and tenth year program participation. This is the tenth
year program selection of proposed projects, for which an anticipated
$216,000 will be available.
As required by the Department of Housing and Urban Development
regulations, public meetings were held in Carlsbad on September 8, 1983
and September 22, 1983 soliciting citizen input on proposals for funding
under the Block Grant Program. City department heads were also asked
to submit projects for consideration.
ELIGIBLE AREA:
The area designated as eligible to receive funding is Federal Census
Tract 179.00 and a portion of Census Tract 180 as shown on Attachment I.
ANALYSIS:
Staff received a number of proposals for funding. These projects
were analyzed and are presented for consideration. Attachment 2

is the list of project proposals with descriptions, applicant and
eligibility status and cost estimates.
The Housing and Redevelopment Advisory Committee recommendations
resulted from the following considerations:
1) The Boys' and Girls' Club is in dire need of substantial repair to
the roof, gym floor, lockers and exterior. The facility is in constant
use by the Community and no new gymnasiums are likely to be built in the
near future. The location is in the heart of the low -moderate income
Community Development Block Grant target area and the benefit is obvious.
a Cost Estimate ($33,600)
2) Paving Washington Street from Elm to Oak and developing an adjacent
off-street parking area would clean up an undesirable condition in the
Village, provide additional parking for future development and continue
the upgrading of the area started on the eastside of the railroad last
year with the completion of the railroad parking lot there.
Cost Estimate ($35,000)

3) The Streetscape construction design is finally completed and
construction is slated to begin the first of the year. Additional funds
will assure a quality project. Some funds previously earmarked for
this project were reallocated to parking lots. These additional monies
will meet the new cost estimates.
Cost Estimate ($147,400)
Projects were reviewed under Housing and Urban Development Guidelines
and past County strategies. There are four general areas to which
funding has been previously allocated. These are: housing development,
residential rehabilitation, public improvements and economic development.

2 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, REQUESTING
3 SPECIFIC PROJECTS FOR FUNDING UNDER THE
TENTH YEAR COMMUNITY DEVELOPMENT BLOCK
4 GRANT PROGRAM,

6 WHEREAS, the City Council of the City of Carlsbad, on
7 December 6, 1983, considered the City's Tenth Year Block Grant
8 application; and
9 WHEREAS, the City Council has taken all testimony into account.
10 NOW, THEREFORE, BE IT RESOLVED that the program of funding
11 outlined in Exhibit A attached hereto and incorporated herein as
12 though fully setforth is hereby approved.
13 BE IT FURTHER RESOLVED that the City Manager is hereby
14 directed to forward the {�rogram outlined herein to the County of
15 San Diego for inclusion in the Tenth Year Urban County Block Grant
16 application.
17 PASSED, APPROVED AND ADOPTED this 6th day of December 1983,
