Direct staff to pursue joint activities (functional consolidation) with Oceanside and Vista in the areas of communications, training and apparatus maintenance. IMI EXPLANATION: On November 9, 1982 Council approved Resolution 7058 authorizing a regionalization planning study for fire protection with the Cities of Oceanside and Vista. An agreement with Huglies, Heiss and Associates, Inc. was signed on March 22,1983 to evaluate alternative fire service delivery systems for the tri-cities. 'The purpose of this item is for the consultants to present their final report on consolidation opportunities. FISCAL IMPACT: Carlsbad's share for the study was $5,000. E)HIBITS: 1. *Memorandum to Council Members of Tri-Cities from the Fire Planning Committee dated October 18, 1983. octobu5t i8, 1983 TO: City Council Members of Carlsbad, Oceanside, and Vista, and Board Members of the Vista Fire Protection District FROM: The City Managers and Fire Chiefs of Carlsbad, Oceanside, and Vista, meeting as The Tri-City Fire Planning Committee SUBJECT: THE TRI-CITY FIRE SERVICE CONSOLIDATION STUDY The Tri-City Fire Study Planning Committee met in Oceanside on October 17, 1983 and discussed the final draft of the study sub- mitted by Consultant John Heiss of Hughes-Heiss & Associates, Inc., Management Consultants. This report is submitted for your information only. It includes a.brief overview of the feelings of the Planning Committee, and notification of a meeting of the combined Councils and Board. The feelings of the Committee are. as follows: ° The study supports the concept of consolidation either total or on a functional basis. However, it ten' .o deal with cost savings only, and does not mention increased effectiveness or disadvantages involved. ° It finds many similarities 4.n operations at this time, but no major duplication of facilities or equipment. 4 ° The Committee feels that the cost savings depicted by the study are at the expense of reduced levels of ,service. The closing of Oceanside's Fire Station #2 and elimination of one paramedic unit; and that the data supporting this recommendation is based on call volume only, and dogs not deal with increased response. times, reduced back-up, and stretching of automatic aid. ° The Committee feels that cc solidation could be accomplished as a long-range program wit.out reducing service, yet still realizing some savings and future cost avoidance. ° The Study points to three a-eas of functional consolidation: Communcations, Training, and Apparatus Maintenance. The Committee supports this functional consolidation as a shared need of three cities, and supports priorities being placed on a joint communcations facility, a joint training site, and a joint maintenance facility. 2
