RECOMMENDED ACTION:
Approve a Change Order to the CALCO Construction contract to increase the payment for
the work based on the final measured quantities and accept the dredging and
improvements of the Buena Vista Lagoon as complete.
ITEM EXPLANATION:
The original contract for this work was $799,740. On August 16, 1983, the City
Council approved a Change Order to increase the dredging quantities to use up the
available funds and increased the contract amount to $922,167. During the course of
the work, material placed on one of the islands repeatedly sank back into the lagoon,
necessitating a field change to increase the export and stop the island construction.
Final quantity measurement was performed by Rick Engineering under a separate contract
to the City. The final measured quantities have brought the.actual cost to $8503
above the approved amount. This contract removed a total of 173,627 cubic yards of
material from the lagoon: 108,499 cubic yards were exported and 65,128 cubic yards
were placed on islands. The final contract amounts are as follows:

Because the Department of Fish & Game does not yet have title to the future parking
area, the proposed gravel surfacing was not installed and this amount was deducted
from the contract. Also, gates have been installed to prevent public use of the site
- per Council direction - until the traffic and title issues are resolved.
The Department of Fish & Game and City Staff have inspected the work and found it
acceptable. Also, Hughes Investments, owners of the disposal site, is satisfied with
the placement of the excavated material on their property.
CALCO Construction is to be congratulated for their outstanding work and their
innovative technique without which this project may not have been successfully
completed.

FISCAL IMPACT:
The Department of Fish & Game deposited $990,000 with the City for this contract in
Account No. 18-81-07-3132. To date, an additional $74,890 in interest has been earned
on this account for a total funding of $1,064,890. The following is a summary of the
total costs of this project. (Only CALCO Construction is a final amount; the
remaining costs are estimated final amounts.)

Re: Buena Vista Lagoon Dredging
Dear Richard:
We have been informed by Mr. Bill Corn, of CALCO Construction, that
all of the work has been completed on our property. We have made
an inspection and find the only outstanding item is the finish grade
of the westerly desilting basin (adjacent to the sewer pump station)
on our Oceanside property, is too depressed. It appears that the top
of the hay bales is approximately at the same elevation as the spillway
on the down drain. This will cause ponding of approximately 2 feet in
depth in this area, which could cause us some problems down the road.
The hay bale should be placed so that only 1 foot is above finish grade.
Therefore, the grade on both sides of the hay bale should be the same.
We see this work as a minor item. This letter will, therefore, stand
as our final acceptance of the dredge work performed on our Carlsbad and
Oceanside properties.
We appreciate the cooperation that Mr. Bill Corn of CALCO Construction
has shown during this job. We understand that you will be filing a
Notice of Completion covering the dredge work performed on our property.
We would appreciate receiving a copy of the recorded Notice of Completion
after you receive it back from the County Recorder.

The Hughes Investment has notified the City of the final acceptance
of the dredge material on their disposal site.
We have inspected the restoration project at Buena Vista Lagoon and
find that CALCO Construction has done an excellent job under
difficult conditions. The Department will accept the project as
completed. We recommend the City make final payment to CALCO
and file a Notice of Completion.
Mr. Bill Corn, Mr. Chuck Lumstein and the City are to be congratulated
for a job well done.
