CITY MGR. ~~ RECOMMENDED ACTION: City Council adopt Resolution No. 7Lf~fp , adjusting the. salary range for Records and Communications Supervisor. City Council adopt Resolution No. 7yLf9 , adjusting the salary range for Recreation Supervisor 11. ITEM EXPLANATION: Responding to requests from department heads the Personnel Department has conducted classification and salary surveys for classifications of Records and Communications Supervisor of the Police Department and Recreation Supervisor 11, Parks and Recreation Department. The survey for the Records and Communications Supervisor was conducted externally trying to compare similar classifications in other agencies. We found Carlsbad's classification was unique in function and utilization. Though not comparable similar classifications had much less responsibility with higher rates of pay. Most city supervisors directed fewer people in less complex functions with higher salary range than the Records and Communications Supervisor. The same results came from internal comparisons. The external survey for Recreation Supervisor I1 revealed Carlsbad's positions were 6.2% below the mean of salaries for similar classifications for other agencies in the county. Internal comparisons showed that Recreation Supervisor I1 positions frequently supervise more people than other supervisors and often oversee many more programs than other super- visors. Recreation Supervisor 11's also are involved in scheduling and maintaining facilities. As a result of these surveys, it is recommended that salary range for both classifications be changed. The range for Records and Communications Supervisor should be changed from Range 28 to Range 36, an increase of approximately 17%. changed from Range 32 to Range 37, an increase of approximately 11.5%. The range for Recreation Supervisor I1 should be FISCAL IMPACT: Records and Communications Supervisor first year cost increase would be approximately $3,200.00. Memorandum to Personnel Director Salary Survey SEPTEMBER 29, 1983 TO : PERSONNEL DIRECTOR FROM: Administrative Assistant RECORDS AND COMMUNICATIONS SUPERVISOR Several agencies, of similar size to Carlsbad, were contacted in order to compare salaries and duties with this city's Records and Communications Supervisor. The results are out- lined below. Oceanside Records and dispatch services are completely separate functions. There is a lead clerk and lead dispatcher assigned to each shift. Support Services Clerk - $1166 - $1446 Lead Dispatcher - $1399 - $1742 Chula Vista A Business Office Manager supervises the department clerical only. Dispatcher supervision is handled by the patrol division captain. Business Office Manager - $1656 - $2015 La Mesa Communication Operators are supervised by a Police Sergeant. There is only one level of Communication Operator with responsi- bilities including both dispatch and clerical/records. Escondido A Lieutenant is responsible for records, data entry, and property. A Chief Communication Operator supervises the dispatch function only. There are a total of 13 communicators. Chief Communication Operator - $1441 - $1752 El Cajon Dispatch is supervised by a Watch Commander who is a Lieutenant. Records is supervised by a Police Records Manager and is in the management level of employees. Police Records Manager - $1541 - $1873 -2- Carl sbad Dispatch and records handled by one employee. Ten communicators are supervised. There is a 15.7% spread between E Step Communi- cations Operator I1 and the Records and Communications Supervisor. Records and Communications Supervisor - $1403 - $1703 added 5% - $1473 - $1788 Supervisory positions and their salaries were also looked at internally. Below are the positions surveyed and the number of employees supervised. All those listed are paid $1645 - $1967. Park Supervisor (Trees and Weeds) 4 Water Maintenance Supervisor 5 Sewer Maintenance Supervisor 4 Meter Shop Supervisor 4 Sanitation Supervisor 5 Park Supervisor (Maintenance) 13 Street Maintenance Supervisor 8 - 10 Other supervisory positions include: Recreation Supervisor I1 - $1475 - $1758 Office Supervisor - $1382 - $1645 The above information suggests that Carlsbad's salary range is on the low side, especially considering that responsibilities include both records and communications. On the other hand, the recent spread in ranks adjustment awarded to Carlsbad's Sergeants (15.4%) is now in conformance with the spread which has existed within the communicator series. DEBRA J. WHEREAS, a classification and salary survey has been accomplished for the position of Records and Communications Supervisor: and WHEREAS, the results of the survey show a need for a salary range adjustment; and WHEREAS, the City Council concur in the need for adjustment and authorizes and directs such a change. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Carlsbad, California, as follows: 1. The above recitations are true and correct. 2. That the salary range 28 for Records and Communications Supervisor be increased as shown on the Police Department Salary Schedule as attached and made a part hereof.
