HD.&L CITY M G R. .-* CITY ATTYVA RECOMMENDED ACTION: Staff recommends Council adopt Resolution No. 7q52 , adopting a Safety Awards Program. ITEM EXPLANATION In February 1981, the City Council established a Risk Management Program to promote and develop a safe, exposure-free enviornment for City employees and citizens of the community. The most important area of risk management is an active and agressive loss prevention program that encompasses all City departments and employees at every level. The Loss Prevention Committee has developed a plan for Safety Awards that will reward employees who exhibit safe work practices. In addition to rewarding employees for safe practices, the awards should increase safety awareness and motivate safe work habits. The suggested Safety Awards Program is presented for Council consideration at this time. FISCAL IMPACT The estimated cost of the Safety Awards Program during fiscal year 1983-84 is $3,000-$4,000. The awards for the Safe Employees are as follows: Loss Prevent ion Committee December, 1983 Page 2 High Risk 1 yr. period with no accidents or claims - Hat, T-shirt, or Tote Bag 3 yr. period with no accidents or claims - Dinner for two local restaurant 5 yr. period with no accidents or claims - $100 Cash Award 10 yr. period with no accidents or claims - $200 Cash Award ( not to exceed $40) Low Risk 2 yr. period with no accidents or claims - Hat, T-shirt, or Tote Bag 4 yr. period with no accidents or claims - Dinner for two local restaurant 7 yr. period with no accidents or claims - $100 Cash Award 10 yr. period with no accidents or claims - $200 Cash Award ( not to exceed $40) The Healthy Employee Award is earned by those employees using not more than one working shift or day of sick leave in a one year period. Each employee earning this will be eligible for a $100 Cash Award. Another annual award will be the Driver Safety Award. This award will be made eligible to those employees who operate City vehicles (includes tractors, mowers, etc.) as a part of their daily schedule. The suggested awards are as follows: 1 yr. with no accidents or vehicle damage - Hat, T-shirt, Personalized Coffee 3 yr. with no accidents or vehicle damage - Dinner for two at local restaurant 5 yr. with no accidents or vehicle damage - $100 Cash Award 10 yr. with no accidents or vehicle damage - $200 Cash Award Mu9 (not to exceed $40) The Safety Chairman Award will be given to the individual who provides the best overall safety program. This includes, safety meetings, good safety inspections, and innovative safety programs. The eligible people for this award are to be those individuals who lead, plan, and conduct safety programs. The award will be a dinner for two which will be awarded annually (not to exceed $40). The last category is the Safe Department Award. departments (one for maintenance and safety departments and one for support departments) that have the safest work record. 5y the number of accidents (with loss of time), vehicle accidents, and incidents. To ensure equality in this award, the dhpartments will be judged according to the number of employees in their respective departments. A cash award of $50 toward the department's Christmas luncheon will be awarded to the selected departments. In addition, the category will include the Safe Department Head Award. This award will be selected by the Loss Prevention Committee on the basis of his/her overall departmental safety program and department safety record. It is the Un-Safest Department Award, and will be a perpetual award. It will be a plaque mounted on an old crutch. It is recommended that the Safety Awards Program go into effect as soon as possible. The safety awrards should be reviewed and updated on an annual basis. WHEREAS, the City Council has established a Risk Management Program that includes a program of Loss Prevention; and WHEREAS, the City Council seeks to provide recognition to City employees who have established safe working habits; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to implement the City of Carlsbad Safety Awards Programs, attached hereto as Exhibit "A" and made a part thereof.
